Tender Description

The Independent Broad-based Anti-corruption Commission (IBAC) is Victoria's agency responsible for preventing and exposing public sector corruption and police misconduct. Our jurisdiction covers state and local government, police, parliament and the judiciary. As Victoria's anti-corruption agency, IBAC:

  • receives complaints and notifications of public sector corruption and police misconduct
  • investigates and exposes serious corruption and police misconduct
  • informs the public sector, police and the community about risks and impacts of corruption and police misconduct, and ways it can be prevented.

The purpose of this Expressions of Interest (EOI) is to seek submissions from interested organisations to renew IBAC’s existing Telecommunication Interception (TI) capability via the supply, integration, installation and maintenance of a fit for purpose TI system. The proposed system should enable intercepted circuit-switched fixed landline, cellular mobile telecommunication services and packet-switched Internet Protocol telecommunication services to be processed and recorded by IBAC in response to a lawfully issued warrant. The proposed system shall allow Users to monitor, process, record, analyse, archive, and playback all forms of information/data obtained under warrant and prepare documents and reports suitable for presentation at court, all in one User-friendly GUI.

This EOI is intended for organisations with the existing capability to deliver the system and the responses provided will be used as a precursor to developing a select (closed) request for tender procurement process.
