Tender Description

The Victorian Managed Insurance Authority (VMIA) is a Statutory Authority established by the Victorian Managed Insurance Authority Act 1996 and is a successor in law to the former State Insurance Office. In addition to advising and insuring more than approximately $201 billion in State assets, VMIA provides Domestic Building Insurance (DBI) to Victorian residential builders providing mandatory insurance cover to Victorian residential builders for work valued over $16,000 and up to 3 stories.

Since 2011, the VMIA has been the main insurer offering DBI to registered builders in Victoria and has issued majority of DBI certificates in Victoria over that period. VMIA operates in an open market with competitors. The DBI policy is purchased on behalf of the homeowner by the builder and protects homeowners in the event that their builder dies, disappears, becomes insolvent or defaults on a court or tribunal order and their building project is incomplete or defective.

Through this Invitation for Expressions of Interest (EoI), VMIA seeks to improve transparency and increase consumer awareness in relation to property related DBI data and insurance coverage. VMIA has assessed the opportunities for providing access to DBI data on a for-fee basis and believes there are significant use cases for the standalone data or through aggregation with third-party data. VMIA is undertaking this competitive process with the supplier market to understand opportunities to provide access to the existing DBI data to provide commercial outcomes for their organisation.

Deed of confidentiality and how to access EoI documentation

VMIA requires interested parties to sign a deed of confidentiality (attached separately) in order to access these documents. Invitees are requested to send a signed copy of the Deed of Confidentiality to procurement@vmia.vic.gov.au with the subject line “VMIA-2022-P007: Signed deed of confidentiality and request for EoI documentation”. The EoI document pack will be directly emailed to the invitees only after receipt of a signed deed of confidentiality. Similarly, invitees will be able to request a one on one market briefing session.  This requires a separate registration, details of which are contained in the EoI documents. Please note that only registered parties with a signed deed of confidentiality will be invited to a session
