The Australian Signals Directorate (ASD) is part of the intelligence community and a vital member of Australia’s national security community. Our operational work includes intelligence, cyber security, and offensive cyber operations to protect not only the government but the full Australian community. Our work is diverse, interesting and meaningful and genuinely contributes to protecting Australia.

Australian Cyber Security Centre (ACSC), ASD, leads the Australian Government’s efforts to improve cyber security. Our role is to help make Australia the most secure place to connect online. The ACSC is currently looking for Procurement Officers and Procurement Specialists to join our growing procurement team.

The roles are to provide procurement services in the areas of labour hire and the procurement of ICT hardware and software products. The roles work to support our project and program teams with building capability across the organisation and the results are genuinely tangible. The ideal candidate will coordinate and undertake the full scope of procurement activities from beginning to end including planning documentation, RFQ, engagement with business and contract management activities.

IMPORTANT - EACH SELLER IS LIMITED TO A MAXIMUM OF 2 CANDIDATES FOR THIS RFQ. Each seller is invited to submit ONE of the following options:

** Option 1 - 1 x Procurement Officer and 1 x Procurement Specialist’s (maximum), OR
** Option 2 - 2 x Procurement Officer (maximum) OR
** Option 3 - 2 x Procurement Specialists (maximum).

Procurement Officer Role (APS4, APS5 equivalent)
You will be responsible for supporting the team to deliver a range of procurement functions including the provision of advice, development of request documents, through to contract management and administrative support.

You will be able to independently make decisions within legislative requirements and be consistent with internal policies and operating procedures.

The successful applicant should be able to demonstrate the following skills, knowledge and experience including:

• experience in procurement and/or contract management functions in a government department.
• demonstrated working knowledge of the PGPA Act and the CPRs is highly essential.
• strong commitment to be an effective team member.
• well-developed communication and interpersonal skills including demonstrated ability to build and sustain positive relationships with stakeholders.
• strong analytical and problem-solving skills.
• experience in a high paced work environment would be desirable.
• experience in procuring Labour hire and/or ICT goods or services, including Hardware and Software, in a government department would be highly desirable.
• Certificate IV qualification in Procurement and Contract Management is essential.

Procurement Specialist Role (APS6 or above, equivalent)
You will be responsible for performing a range of procurement functions including independently undertaking simple and complex procurement, managing approaches to market to obtain quotes and tenders, and assisting the department to meet its statutory obligations by collating and preparing various documentation. You will also be responsible for providing timely advice, reporting and resolution on more complex issues and providing support to the team.

The role requires a thorough understanding of Commonwealth Procurement Rules including current procurement policies and procedures.

The successful applicant should be able to demonstrate the following skills, knowledge and experience including:

• experience in procurement or contract management functions in a government department is essential
• track record of assisting team members in delivering business goals and quality customer service, is desirable
• excellent communication and interpersonal skills including track record of developing and maintaining productive working relationships with senior managers, vendors and other stakeholders.
• strong analytical and problem-solving skills.
• experience in procuring Labour Hire and/or ICT goods or services, including Hardware and Software with the ability to translate technical requirements into procurement or commercial documentation would be highly regarded.
• Certificate IV qualification in Procurement and Contract Management is essential and a Diploma of Procurement and Contract Management is highly desirable.

There is an expectation that successful candidates will work 5 days per week (estimated 40 hour week). On boarding is in Canberra, noting there may be a requirement for short term occasional travel within Australia.
