Tender Description

This RFQ has been prepared on behalf of the member Councils of the Riverina Eastern Regional Organisation of Councils (REROC).

 
REROC is a voluntary association of nine local government bodies located in the eastern Riverina region of NSW. REROC’s member councils are: Bland, Coolamon, Cootamundra-Gundagai, Greater Hume, Junee, Lockhart, Temora, and Goldenfields Water County Council.
 
This Resourcing Sharing Project for the Bulk Delivery and Supply of Bitumen Emulsion is the result of assessments made by member councils regarding the quantity and the possible advantages that can be gained through a joint purchasing arrangement.
 
It is REROC’s intention to select a supplier of Bitumen Emulsion for the member councils that have elected to participate in the project. The lowest, or any particular quotation may not be accepted and not all Councils may participate.
 
The Project calls for the Bulk Delivery and Supply of Bitumen Emulsion to each of the member councils at their nominated depot. Centralised storage of emulsion is not an option within the Contract. Total estimated purchases by the Organisation’s members are contained in Appendix A. REROC and its member councils make no commitment and provide no undertaking to purchase the exact quantities of product listed in Appendix A.
 
As a minimum the product must meet the specifications set out in Appendix B. Alternative products will be considered but only where a conforming quotation has also been provided which meets the minimum specifications. Alternative products should be lodged as an alternative quotation and with full details of the specifications for the product.
 
Suppliers are to provide quotations as follows:
 
(i)         fixed price and rise and fall for 2 years, commencing 12 September 2022; and
 
(ii)        fixed price and rise and fall for 3 years, commencing 12 September 2022
 
Suppliers are also asked to consider the implementation of a rebate scheme, whereby REROC as the facilitating organisation for the contract receives a quarterly per litre rebate based on the amount of litres of product ordered by member councils.
 
The costs of transporting product to each council depot must be included in the quoted price. Suppliers are to consider two options for delivery, firstly on the basis of a “milk run” where councils order in advance and deliveries are made on a regular, scheduled run and secondly, “on demand” where delivery is made within three days from the placement of the order.
 
ROLES OF PARTIES IN THE QUOTATION PROCESS
 
Suppliers will need to understand the roles to be played by the various parties:
 
  1. REROC is the body facilitating and co-ordinating the joint service provision approach.
  2. REROC via the Member Council Representatives will assess the Quotations and make a single recommendation based on the established evaluation criteria and the assessed best result for the Region.
  3. Individual Member Councils will then consider the recommendation of REROC prior to final approval. Following final approval each Council will then enter into an individual contract with the supplier in accordance with the specification detail.
  4. The Successful Supplier will then supply services to each member Council in accordance with the Contract details.
