Warrnambool City Council is a regional local government, located in the South West Victoria. Council is seeking the services from an executive recruitment specialist to assist in the process of employing a new Chief Executive Officer (CEO).

The current CEO’s contract is due to conclude on 10 February 2023.

The Council have resolved to seek from the support of recruitment agencies to assist the Council to test the market prior to entering into a new contract with the next CEO of Council.

Council is seeking responses from recruitment specialists who can support the Council and Councillors in the recruitment process and can demonstrate their ability to identify and deliver high calibre candidates for this position.

The Service Provider will be engaged to assist the Council and its Chief Executive Employment Matters Advisory Committee (CEMAC) with the recruitment of a new CEO.

The CEMAC has no delegated authority and its role is to provide advice on the recruitment process. The full Council will be involved in the selection of candidates for both the first round and final interviews, and in the conduct of the interviews.

The Service Provider will work with the Council to achieve the ultimate goal of securing an experienced and high calibre person to be appointed as CEO. The Service Provider will be required to undertake such tasks as are necessary to meet this goal.

Key roles in the recruitment process for the Service Provider include, as a minimum:

• Scoping the position requirements – developing a Recruitment Brief,
• Advertising and marketing the position,
• Short listing candidates,
• Managing the interview process
• Undertaking any psychometric or other testing
