Tender Description

We need experienced and capable contractors to provide temporary traffic management services on the PowerNet managed networks through-out Southland and Otago.

Currently, we deliver temporary traffic management services using a combination of in-house resource and contract specialist local temporary traffic management contractors on a depot-by-depot basis to support our field staff.

Recent changes to the guidelines published by Waka Kotahi NZ Transport Agency and WorkSafe, and the resulting move to a risk-based approach to the delivery of temporary traffic management services has necessitated a review to determine the most effective and efficient way to exercise our obligations as a Person Conducting Business or Undertaking (PCBU) and ensure the health and safety of workers and others.

PowerNet acknowledge that recent changes to the guidelines relating to temporary traffic management requires a fundamental shift in roles and responsibilities with the move to a risk-based approach.

We are therefore seeking to outsource our requirements for temporary traffic management services to support each of our depots located in:

- Invercargill

- Gore

- Stewart Island

- Lumsden

- Te Anau

- Balclutha

- Ranfurly

- Palmerston

- Frankton

PowerNet are seeking Registrations of Interest (ROI's) from experienced and capable contractors (Respondents) who are interested in delivering temporary traffic management services across the PowerNet managed networks through-out Southland and Otago.

The purpose of this ROI is prequalify and shortlist suitable Respondents. The ROI process requires Respondents to mandatory requirements outlined in Part B of this document.

It is anticipated that Respondents that successfully pass the prequalification will then be invited to participate and provide commercial proposals through a second stage Request for Proposals (RFP) procurement process.

In addition to the health and safety prequalification, Respondents are also requested to provide further information that will assist PowerNet in developing the second stage RFP document. This is a unique opportunity for Respondents to shape and help inform the provision of temporary traffic management services across the PowerNet managed networks through-out Southland and Otago.
