Tender Description

This Expression of Interest (EoI) has been prepared on behalf of the member councils of the Riverina Eastern Regional Council of Councils (“REROC”).

REROC is a voluntary association of eight local government bodies located in the eastern Riverina region of NSW. REROC’s Member Councils are Bland, Coolamon, Cootamundra- Gundagai, Greater Hume, Junee, Lockhart, Temora and Goldenfields Water County Council.

This Resourcing Sharing Project for the Collection and Disposal of Used Lead Acid Batteries ("ULABs") is the result of assessments made by Member Councils regarding the quantity and the possible advantages that can be gained through a regional collection. The decision has been made to form a Panel because of the very different collection needs that each Participating Council has and in recognition of the pricing volatility. When seeking a collection the Participating Council or REROC will contact the Panel Member to seek a price for the ULABs to be collected and the ability of the Panel Member to provide the service. 

It is REROC’s intention to put into place a panel of suppliers ("the Panel") that will provide the Collection and Disposal of ULABs for a period of 2 years. REROC and/or the Participating Councils will contact suppliers on the Panel to request a collection service on an on-demand basis. Not all Councils may participate.

Estimated annual volumes of ULABs for each of the Participating Councils are also detailed in Appendix A.

These quantities are an estimate only and will not form part of the contract. REROC and its Member Councils provide no undertaking, guarantee or warranty that they will participate in the final Panel Arrangement or that the ULAB estimates provided will be matched during the life of the Panel.

Contractors will need to understand the roles to be played by the various parties:

  1. REROC is the body facilitating and co-ordinating the joint purchasing approach and will be party to the contract and providing the project management for the tender.
  2. REROC together with the Participating Councils will assess the Expressions of Interest and make a single recommendation based on the established evaluation criteria and the assessed best result for the Region.
  3. The Participating Councils will be advised of the suppliers on the Panel the contact person for the provision of the service. 
  4. Successful Suppliers details will be advised of their inclusion on the Panel. 

NOTE:           These documents compromise the conditions and specifications under which the Project is to be carried out.
