SSROC is seeking to engage a suitably qualified, experienced waste industry specialist to provide strategic, tailored and innovative procurement solutions based on commercial perspectives, technical expertise and current marketplace information. Analysis from our preferred consultant will inform a procurement plan to help SSROC and councils jointly tender for commingled recycling processing for a number of councils in the southern Sydney region.
The recycling market is changing. Two new materials recovery facilities (MRFs) are entering the Sydney market by 2024, breaking up near-monopoly conditions. SSROC and councils have met to consider their interests in a joint tender, and SSROC is looking to proceed with an added resource to help guide commitments, consensus-building, engagement with market players, and documentation.
Principally, councils’ objectives in their recycling processing tenders are to:
• Achieve council diversion and recycling targets
• Aspire to meet the NSW 80% diversion target
• Develop performance and risk management processes that are mutually agreed with supplier
• Maintain productivity and efficiency targets
• Establish a partnership approach with supplier for data transparency, flexibility and value for money
• Encourage innovation during the contract period
