Western Health is a multi-site health service provider committed to providing excellence in clinical and preventative patient management through outstanding services, research, learning, innovation and staff development.
Western Health seeks tenders from companies prequalified in the category of commercial refurbishment on the department of treasury and finance construction supply register, for the construction of a new fire control room, supply and installation of a new fire indicator panel (FIP), supply and installation of a new site wide fibre optic loop at Sunshine Hospital, Furlong Road, St Albans, VIC 3021. Companies must hold a commercial builder's license, in the appropriate category necessary to obtain a building permit for the works. Western Health seeks to deliver this project before the end of 2023.
The extent of the tenders being requested is detailed in the accompanying drawings and specifications; should a party choose to submit a tender response they are requested to take into account the attached trading terms, and Tender terms and conditions when developing the response.
Project background
The current Control and Indicating Equipment (CIE) networked system has become unstable due to disparate hardware that is causing operational performance and maintenance degradation. The project by project basis of construction development at the Sunshine campus hospital has resulted in unsatisfactory overall fire protection design. The fire protection design is on a building by building approach, with connections to the nearest CIE as relevant to the project location, and is with an ‘add on’ approach to existing infrastructure. The lack of a site wide framework has led to performance and reliability issues with the network, arbitrary locations for CIE, and a lack of clarity for emergency responses including the MFB. Further, primary CIE designed for use during an emergency is not utilised due to disparate positioning of equipment. The primary fire indicating panel (FIP) is accessed via a loading bay that sits below a cantilevered section of the building, posing a fire safety risk deemed as too high by the local MFB to use and access. Additionally the loading bay is becoming a heavily congested area due to the construction of the Joan Kirner Women’s and Children’s hospital and the Sunshine Hospital Emergency Department (SHED) expansion. The project is therefore required to achieve the:
Construction and fit out new Fire Control Room (FCR) including mechanical / electrical elements.
Installation of a new MX1 FIP in the fire control room
Installation of a new network. Network shall consist of three loops (Loop 1, Loop 2, and Loop 3). Each loop shall consist of a single cable consisting of 12 core OM3 multimode fibres and 12 core OS1 single mode fibres. Initially 6 cores of OM3 and 6 cores of OS1 will be terminated. The remaining 12 cores will be left ready for future termination. The new network shall be installed in both existing and new (provided under this contract) underground communications conduits and cable pits, cable trays and above-ground cable support systems. The fibre optic network shall be utilised to serve a site wide Fire and EWIS system. NB: The interface and upgrade of the existing site Fire and EWIS systems shall be a separate contract to this scope of works.
Connect West Side Lodge to site ASE via new network loop.
Replacement of old FIP panels throughout the hospital and replacement of field responders and devices on old network.
The tenderer will need to consider the careful staging of the works as Sunshine Hospital is a facility operating in a 24 hour live environment with an Emergency Department and operating theatres
