Tender Description

 The Tasmanian Smart Seafood Partnership (TSSP) is a partnership project between NRM South and the Tasmanian Seafood Industry Council (TSIC) which aims to improve the sustainability of processes and practices in the seafood industry to achieve positive outcomes for marine biodiversity in Tasmanian waters. To achieve this, the project creates links between education, training, research, and ecological restoration within the Tasmanian seafood industry.

 
The project was funded by the Australian Government through its Smart Farming Partnerships Program in 2018 and commenced in 2019. It is a unique partnership model for both a natural resource management organisation and a seafood industry peak body.
 
The project has been actively supported by both the Australian and Tasmanian Governments, research, and private enterprise across both wild-catch and marine farming sectors.
 
Throughout almost 4 years of project delivery, the project has created training outputs for the seafood industry, school and community education resources, and supported research and ecological restoration activities. Each of the activities and outputs was determined by the Tasmanian seafood industry through stakeholder engagement processes. During this time, it has also adaptively managed disruption including the pandemic and market closures which heavily impacted the Tasmanian seafood industry, and changes in project partners.
 
NRM South seeks to engage a suitably qualified evaluator to understand the impact of the Tasmanian Smart Seafood Partnership project.

The evaluator should:
 
  • Engage with project managers, governance, and delivery partners.
  • Review project agreements. outputs and reporting in relation to the objectives of the project.
  • Describe project outcomes and impact in relation to the aims of the project.
  • Assess how the project has added value to existing activities, and the impact of project support to those activities.
  • Assess how the project has enabled the success of additional project opportunities.
  • Reflect on how the project has adaptively managed disruption and where impact was not achieved.
  • Provide recommendations to build on project outcomes which can be used for future funding purposes.

How to apply:

Please respond with an itemised quote and include details of how the proposed approach will deliver the project evaluation. Please also include rates to undertake additional case studies of related projects. Also include the knowledge and skills you and your team (if appropriate) possess, your availability to conduct the activity within the timeframe, and examples of previous work as evidence of experience. The lowest cost proposal will not necessarily be the proposal accepted.

If you have suggestions regarding ways to achieve the tasks and outputs outside of the quote using another contractor, please provide information to NRM South.
