Tender Description
The Public Trustee of Queensland (PT) is seeking responses from capable suppliers for the delivery of a contract management system (CMS).
The CMS is intended to be a cloud/web-based software as a service (SaaS), off the shelf solution that meets PT’s business requirements now and for the next 3 years.
The scope of this activity is to identify the most appropriate, fit for purpose and value for money CMS and implement the solution for use in PT.
In scope services are:
- Implementation of the CMS instance for PT including any minor set up/transition or customisation required to use the system as intended
- SaaS contract under Queensland Information Technology Contracting framework (QITC) for 3 years with possible extensions of a further 2 x 1 years
- Training for the Procurement Services team as administrators and train the trainer to set up, import current data and update CMS when required. There may be further training required for other staff in the use of the system.
- Ongoing maintenance and security updates or patches as required
- Transition out plan
Out of scope services are:
- Integration with existing systems at PT such as Finance 1 and CIMS (Customer Information Management System)
- Enhancements that improve or enhance standard ‘out of the box’ functionality
- Additional modules which manage the procurement cycle e.g. Tendering and payments portals
Functional and technical requirements are included at Attachment 1 and suppliers are asked to respond to this spreadsheet and add any comments as part of their offer.
Short-listed suppliers may be asked to present their solution to the evaluation panel to show ease of use, fit for purpose and required functionality.
The successful supplier may need to provide information and assistance for security assessments that are required under Qld Government Enterprise Architecture.
