The Queensland Government is seeking Proposals for an experienced service provider to deliver automated and innovative solutions on an Appian platform that would bring a superior user experience to QGIF’s users, become Quality Custodian of this platform and maintain the smooth operation of the business by providing development and enhancement solutions for system improvement as per agreed timelines along with regular maintenance of the system.

The supplier is required to ensure that QGIF Connect is functioning at its optimum level for business as usual (BAU) practices along with the most up-to-date enhancements ensuring automation of processes is built into the system where possible to reduce manual intervention from the business. The service provider is expected to support ongoing business demand and work closely with the stakeholders, as well as develop all necessary knowledge base and procedural artefacts as per the standards as directed by the business.

This is an agreed annual fee service agreement with no peaks and troughs as the service is cyclical.

The service provider is required to maintain BAU along with providing development and system enhancements for the Connect Platform. System BAU and enhancements include any or all the following areas:
• Claims lodgement and handling for insurance classes including General Liability, Medical Indemnity, Property, Professional Indemnity, Cyber, Personal Accident and Illness from intimation of claim to settlement and finalisation;
• Financial systems that collect and manage annual premiums more than $250 million per year from insured departments along with financial and auditing controls around financial delegations for officers in line with approved delegation table;
• Financial systems to support payments of claims for each insurance policy and class;
• Underwriting and insurance policy management for classes of insurance including property asset information on a portfolio of more than $100 billion and further insurance information for all Government Departments and agencies;
• Customer relationship management function that summarises and combines all claims and underwriting information to enable the business to track and understand regular interaction with each insured Department;
• External services; and
• Reporting and control mechanisms around BAU requirements.

The service provider will lead and participate in the implementation and configuration of BAU and system enhancements to meet the customers' requirements and mentor and support the customer's staff in the use of the system in a practical and cost-effective manner and provide adequate documentation which remains the intellectual property of QGIF.

The service provider will need to have a superior/advanced working knowledge of enhancement and development within the Appian platform in order to be able to support this system in a cloud environment as well be able to maintain the “business as usual” related work for the system.
