WVPHN's objective in
issuing this RFP is to commission a Supplier to evaluate the two telehealth
programs currently in place. The purpose of the evaluation is to compare Model
1 and Model 2 in a Residential Aged Care environment. The evaluation will give insights
into the two models of telehealth in RACFs in providing clinically
appropriate telehealth care to residents living in aged care facilities. It
will evaluate user experience (both clinician and resident), cost-effectiveness, and sustainability.
Model 1: Less complex and commonplace Telehealth equipment, and IT hardware
devices used to facilitate telehealth that is readily available, relatively
inexpensive, and simple to use. This model tends to refer to laptop computers,
tablets, computer monitors, audio speakers, webcams, and detachable diagnostic
devices. Software is often free or low cost and may include programs such as
Zoom, MS Teams, Health Direct, etc.
Model 2: Comprehensive telehealth equipment and software include a
comprehensive range of telehealth devices, medical equipment, and propriety
software. This model includes a range of medical examination peripherals,
diagnostic imaging, and patient monitoring including ultrasound, endoscopes,
intraoral dental cameras or otoscopes, blood pressure monitors, pulse oximeters
and ECG devices or stethoscopes, and digital thermometers. This solution tends
to be more expensive than Model 1.
