Tender Description

The Shire of Chittering/WARRRL are seeking expressions of interest from community groups, individuals or business organisations within the Shire boundaries, to manage and operate a Containers for Change service/container refund point, thereby participating in Western Australian’s Container Refund Scheme – Containers for Change.

Background

Containers for change is Western Australia’s container refund scheme implemented by Western Australian Return Recycle Renew Limited (WARRRL), which was established on 1 November 2018 to give people an incentive to collect and return containers for a 10-cent refund. The aim is to reduce the number of containers that are littered and increase WA’s recycling rate.

WARRRL works with local stakeholders to provide container recycling solutions that support the community. We believe there is a better way to recycle that positively impacts individuals, communities, and the environment, driving enablement and participation in the Western Australian Containers for Change scheme.

Refund Point Provider

WARRRL oversees the operation of refund point providers, who operate as independent contractors through Processing Services Agreement. Refund point providers currently perform the following services forming a key part of the delivery of the scheme:

  • Supply, management, and maintenance of infrastructure for collection of containers (collection infrastructure).
  • Receipt and storage of containers.
  • Objectives

  • Increase the recovery and recycling of empty beverage containers.
  • Reduce the number of empty beverage containers that are disposed of as litter or to landfill.
  • Ensure suppliers take product stewardship responsibility of Container Deposit Scheme – Expanding the scope of eligible beverage containers - discussion paper Department of Water and Environmental Regulation 5
  • Provide opportunities for social enterprise and community organisations.
  • Create opportunities for employment.
  • Complement existing collection and recycling activities.
  • Shire of Chittering and WARRRL seek community groups, individuals or business organisations that will:

  • Integrate containers for change into the community and drive participation into the scheme.
  • Provide opportunities for vulnerable persons or people living with disabilities.
  • Provide a safe environment and robust system to ensure integrity of process.
