Tender Description
ESTA provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for police, fire, ambulance and VICSES.
ESTA also provides advanced, operational communications for Victoria’s emergency services. This supports police, fire, ambulance and VICSES personnel in the field.
Emergency call-taking and dispatch is at the heart of what ESTA does. ESTA’s triple zero call-takers are on the phone with callers when emergency help is needed most. In tandem, ESTA dispatchers relay critical information to the emergency services to get units to the scene. In 2021–22, ESTA answered more than 2.8 million calls for assistance, representing a call every 11 seconds or more than 7,600 a day.
Call-taking and dispatch services are delivered from three State Emergency Communications Centres (SECCs) located at Ballarat, Burwood East and Williams Landing.
The Victorian State Government has recently announced funding for the sourcing and implementation of a Next Generation CAD systems for ESTA. This is a significant and timely investment that is critical in enabling ESTA to deliver its computer aided structured call taking and dispatch services to the Victorian community and the Emergency Services Sector.
ESTA is conducting an Expression of Interest (EOI) process for a systems integrator and solution (platform) vendor, and technical specialists (where required) to deliver a new, contemporary Next Generation CAD platform.
This is an open market process and expressions of interest are invited from vendors.
Vendors may elect to form a consortium for this response. A lead contractor for the consortium should be clearly identified.

Session 1
A briefing session will be held at Level 1, 12 Wesley Court, Burwood East, VIC, Australia, 3151 on 5 June 2023 10:00 am.
Notes: This will be an online briefing via Teams. Up to two representatives per respondent may attend. Registrations for the Briefing Sessions will only be accepted from qualified participants in the Information and Communications Technology industry with a bona fide interest in participating in the procurement for the Project. A Teams link will be provided via email before the briefing session to registered participants.
