Tender Description

The Indonesia Australia Comprehensive Economic Partnership Agreement (IA‐CEPA) offers stronger bilateral trade and economic relationships, including in the health sector, which is a priority for both countries, particularly after the COVID‐19 pandemic. Article 8.2 of Chapter 8 on Technical Barriers to Trade of IA‐CEPA aims to facilitate trade in goods, including to ensure that standards do not create unnecessary obstacles to trade. This presents an opportunity for Indonesia and Australia to strengthen partnership in the health sector by promoting standards harmonisation and support product compliance – a mandate that is also articulated in the Side Letter on Improving Health Professional Standards and Access to Health Services.

Katalis is seeking a firm to conduct a scoping study on pharmaceutical products and complementary medicine. The study will specify which products are suitable for standard harmonisation, based on commercial supply and demand analysis across both countries. It will also examine the industrial landscape, buyer characteristics, and the market from each country. The study will then provide a comprehensive understanding of the policy and legal environment for bilateral trade in the identified products, with a focus on standards (and potentially, conformity assessment and enforcement regimes).

The study should also recommend actionable strategies towards standards harmonisation in the selected products. These products will be further discussed or negotiated for standard harmonisation between stakeholders (Government agencies and/or relevant associations) from Indonesia and Australia and can be a basis for both countries to forge closer market integration in these important health products.

Prospective tenderers should register their interest by email by: 23:59 pm Western Indonesian Time (UTC + 7) on 06 June 2023. A pre‐tender briefing will be conducted. Registered tenderers will be contacted directly by email with details.
