Tender Description
The Queensland Government is seeking proposals for a Welfare Manager to deliver a Welfare Space, Late Night Service and Day Space for the 2023 Safer Schoolies Gold Coast. In addition, the Welfare Manager would play a key role in the critical incident framework in consultation with the Safer Schoolies Team.
The Welfare Manager would be tasked with delivering the following services:
- Welfare Space – 7pm to 2am
- Late Night Service – 2am to 6am
- Day Space – 11am to 4pm
To meet accreditation requirements, the appointed Welfare Manager must:
- Be 18 years or over.
- Hold a current Blue Card (working with children check) and ensure all staff for all services have current Blue Cards
- All staff complete Safer Schoolies Gold Coast Response Online Training Induction including Code of Conduct, Workplace Health and Safety requirements, and Image Consent (permission to be photographed/filmed).
- Attend fire extinguisher training.
The Welfare Space must include:
- Welfare Manager throughout the Response opening hours (week one).
- One qualified Social Worker, Counsellor, Welfare Officer or Psychologist to attend to high-risk presentations.
- Staff (recommend two) to assess the wellbeing of young people referred to the Welfare Space and provide appropriate support and referrals to services.
- Staff (as above) and/or volunteers to sit and comfort young people referred to the Welfare Space.
- Designated spaces created for private conversations, somewhere to relax and chillout and a kitchen area for light refreshments (i.e., tea, coffee, toasted sandwiches, fruit, muesli bars, confectionary).
The Late-Night Service must include:
- Staff to conduct a risk assessment of clients referred or deemed suitable for the Late-Night Service
- Supervision of at-risk young people sleeping and/or recovering in the after-hours space provided in the ETC until it is safe to return home (closes at 6am)
- Provide advice and information on available support services.
- Staff to contact parents / guardians to collect individuals where appropriate; and support clients getting home (i.e., distribute Go Cards supplied by Safer Schoolies)
- Referral services to Child Safety, Queensland Police Service or Queensland Ambulance Service if required.
- Compliance with the Safer Schoolies Gold Coast Response referral pathways and procedures
- Operational procedures
- Daily reporting
- Refreshments (from the Welfare Space supplies).
The Day Space must include:
- Two suitably qualified staff to coordinate and operate the space.
- A safe and relaxed space for school leavers to receive information on all things Schoolies including activities, wristbands, closing times, transport, safety messages, free water and sunscreen.
- Advice and information on available support services; support for high-risk presentations; referral services as required.
- Basic first aid supplies
- Issue collateral and consumables i.e., condoms, sunscreen, vaping flyers
- Daily reporting submitted to Schoolies HQ ½ hour after closures (iPad and paper-based forms to be provided by the department).
