The Victorian Government created Service Victoria to modernise the way Victorians and visitors get tasks done online. Since the first transaction went live in 2017, Service Victoria has been bringing together the most popular government transactions into one place. There are now over 100 transactions available and over 1.15b transactions which have been completed.

Service Victoria performs online identity proofing on behalf of the Victorian government, with a vision that all Victorians and visitors should have an easy, private, and secure identity which is universally trusted and recognised.

Service Victoria has successfully proven more than 1 million identities to Level of Assurance 2 and Level of Assurance 3 standard. The browser-based module has a success rate of around 90% with two identity documents, and around 70% when involving a liveness and likeness test. Victoria has specific legislation which means when someone passes Service Victoria's online identity verification, they can create an electronic identity credential which lasts for 10 years.

Over recent years there have been many improvements and advancements in the online identity verification ecosystem. Service Victoria is looking for expressions of interest from proven, trustworthy, and qualified vendors so a shortlist of potential identity service providers can be identified. Service Victoria is open to expressions of interest for different types of service offerings, including identity verification as a service (IDVaaS), and Application Programming Interface (API) framework solutions.

Participation in the EOI will be a prerequisite for invitation to a potential RFQ to upgrade Service Victoria’s identity solution.
