Tender Description

The Governments of Indonesia and Australia have entered into the Indonesia‐Australia Comprehensive Economic Partnership Agreement (IA‐CEPA), creating a framework to unlock the vast potential of the bilateral economic relationship. Katalis’s mandate is to maximise the benefits of IA‐CEPA, support trade and investment, improve market access and promote inclusive economic growth in Indonesia.

The Market Integration breakthrough area is responsible for fostering new economic partnerships, business sector engagement and cooperation on the standards ecosystem to support more integrated markets. This is driven by industry identifying and investing in opportunities across the targeted sectors of agri‐foods, advanced manufacturing, and services.

Australia’s biosecurity conditions for mangosteen imports currently require methyl bromide fumigation to remove the risk of importing potentially harmful insects or other arthropod pests. However, the fumigant treatment can damage the mangosteen by hardening the skin and reducing the fruit’s already short shelf life and increasing the risk of shipments being rejected. As a result, Australia is seen as a high‐risk market by Indonesian mangosteen exporters, and very little trade now occurs with Australia.

Irradiation of fresh produce is a relatively new opportunity for Indonesian exporters to access the Australian market without fumigation. In July 2021, the Food Standards Authority of Australia and New Zealand (FSANZ) formally approved irradiation as an acceptable phytosanitary measure for all fresh fruit and vegetables.

East Java’s new privately‐owned irradiation facility, PT. Energi Sterila Higiena (Ensterna) is the main beneficiary of this activity. Ensterna is a sterilization service company pioneering the new Electron‐Beam and X‐Ray technology. Assisting Ensterna to gain approval to irradiate fresh mangosteen (and other agricultural products) for export to Australia is a potential avenue for accelerating mangosteen exports to Australia and/or third markets.
