Tender Description
The Logan and Gold Coast Faster Rail (LGC) Project is working through community consultation feedback received in late 2021 in order to refine the proposed design. This work is likely to continue through the remainder of 2022. The project remains in the planning and design phase and is subject to further approvals by the Australian and Queensland Governments.
To assist with planning work, field investigations and surveys have started along the rail corridor to help us understand more about the existing conditions and environment.
Packaging for the LGC project is currently being scoped and, following approval, we expect to commence formal engagement with the market in the coming months. Please monitor QTenders as all information and invitations to engage with the project will be released through this platform.
Industry Update – June 2023
The Department of Transport and Main Roads (TMR) provided an update to industry in late 2022 on the progress of the Loganlea Station Relocation and Park ‘n’ Ride Expansion (LSR) project, and the Logan and Gold Coast Faster Rail (LGC) project. At that time, we committed to providing a further update in early 2023.
Since this time, TMR has been continuing the planning and design of the projects, progressing site investigations and approvals, working with key stakeholders including Queensland Rail and local councils, as well as establishing the broader project team.
Loganlea Station Relocation and Park ‘n’ Ride Expansion project
TMR is finalising the LSR Detailed Design and working through the necessary assurance processes in readiness to commence procurement of a Construct Only Contract to deliver the project.
In preparation of delivery, TMR has completed all planned pre-procurement phase geotechnical and utilities investigations. Some additional contamination investigations are currently being completed.
All land acquisitions have been completed for this project. In November 2022, TMR received notification from the Department of Climate Change, Environment, Energy and Water (DCCEEW) that the LSR project will be ‘not a Controlled Action'.
Logan and Gold Coast Faster Rail project
TMR is finalising the project delivery strategy, with the following key packages now preferred:
- Open Level Crossing Removal Package (previously the Grade Separation Package) - which is expected to include open level crossing removals at Beenleigh Road, Kuraby and Station Road, Bethania, and to be delivered using TMR’s Collaborative Project Agreement for design and construction.
- Rail Package – which is expected to include the main corridor works from Kuraby to Beenleigh, including stations, the remaining Open Level Crossing Removals, and to be delivered using an Alliance Model.
TMR is continuing to secure land along the corridor for the project and has received confirmation from the Department of Climate Change, Environment, Energy and Water (DCCEEW) that the rail component of the LGC project will be a ‘Controlled Action’ under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). TMR is continuing with environmental investigations and reporting to ensure approvals are obtained within the required project timelines.
Utility investigations outside the rail corridor have been completed across the project footprint, with further investigations within the rail corridor planned to commence shortly. An intensive program of further geotechnical and contamination investigation, and survey is also in progress.
TMR is continuing to refine the Reference Design for the project, based on feedback received during community consultation in late 2021 and with ongoing input from key stakeholders including Queensland Rail and local councils since then. TMR is also working through the necessary assurance processes in readiness to commence procurement.
Next steps
On 1 May 2023, the Australian Government announced a 90-day review of its multibillion-dollar Infrastructure Investment Program.
As the LSR and LGC projects are jointly funded by the Queensland and Australian Governments, TMR is engaging with the Australian Government to clarify procurement timeframes, whilst continuing to progress pre-procurement and readiness for market activities for both projects.
These projects remain a high priority for the Queensland Government to improve rail services between some of South East Queensland's fastest growing cities and deliver integrated transport outcomes for local communities. These are also key infrastructure investments to get ready for the Brisbane 2032 Olympic and Paralympic Games.
TMR intends to release Registrations of Interest via QTender shortly and convene an industry briefing for these projects.
