Tender Description

Inland Rail is an approximately 1,600km freight rail network that will connect Melbourne and Brisbane via regional Victoria, New South Wales and Queensland.

It will enhance our national freight and supply chain capabilities, connecting existing freight routes through rail, roads and ports, and supporting Australia's growth.

By better linking businesses, manufacturers and producers to national and global markets, Inland Rail will generate opportunities for industries and regions during construction and beyond. Comprising 12 individual projects, Inland Rail is the largest freight rail infrastructure project in Australia and will enable safer, less congested highways, fewer carbon emissions, cheaper freight costs and new economic opportunities for our regions.

Inland Rail Pty Ltd, a subsidiary of ARTC, is building Inland Rail on behalf of the Australian Government and all Australians, in partnership with communities.


Albury to Illabo and Stockinbingal to Parkes enhancements

Works in the Albury to Illabo and Stockinbingal to Parkes sections involve extensive enhancements to specific sites across the 355km of existing track running from Albury to Parkes.
These enhancements will provide the necessary vertical and horizontal clearance along the existing 'Main South Line' corridor to support the safe running of double-stacked freight trains up to 1,800m long and 6.5m high.

Albury to Illabo

The 185km of existing rail corridor from Albury to Illabo includes adjustments to approximately 44km of existing tracks. The enhancement project comprises works at specific sites to achieve horizontal and vertical clearance requirements for double-stacked trains. The works include track slews and reconfigurations, bridge removals, bridge modifications, bridge replacements, track lowering, signalling gantry replacements and level crossing modifications.

Description of works

* Five rail bridge modifications
* Five road bridge modifications including two replacement bridges
* Four footbridge modifications
* One footbridge removal
* Two gantry modifications
* 15 track modifications including slews, reconstruction and lowering
* One conversion to single track.


Stockinbingal to Parkes

This 170km section involves enhancing specific sites along the existing rail corridor to achieve the horizontal and vertical clearance requirements for the safe passage of double-stacked trains.
The Stockinbingal to Parkes section will also enhance capacity by constructing a new crossing loop north of the Daroobalgie Road level crossing (Daroobalgie crossing loop).
Works include track slews, bridge modifications, track lowering, other structure modifications, upgrading a level crossing at Daroobalgie Road, and a new crossing loop.

Martinus will provide full, fair and reasonable opportunities for capable and competitive local and First Nations businesses and social enterprises to compete for work or participate in supply chains associated with Inland Rail.

Registration of Interest (ROI) opportunities

The Work Packages section contains indicative opportunities and may not be reflective of actual packages issued for tender pending assessment of market capability and project requirements.
Businesses interested in supplying to the project as subcontractors, suppliers or equipment providers are encouraged to register their interest against the applicable Work Package/s.

Registrants should note:

  • A complete, up-to-date and accurate ICN Gateway company profile is required in order to register interest.
  • This is an initial ROI to supply to the Albury to Parkes Enhancement Projects
  • Incomplete registrations may not be considered.
  • Information on how to create a company profile or submit a registration of interest on ICN Gateway is provided below (refer to User Guides available in the 'Project Documents' section)
  • Martinus Rail have no contractual or other legal obligation to registrants arising out of the ROI process with respect to the consideration, evaluation, acceptance or rejection of any registration of interest, or the failure to consider, evaluate or accept any registration of interest
  • Services, programs and initiatives provided by ICN are designed to complement a company's existing sales, marketing and business development strategy and any ROI submitted should not be considered an alternative to these activities.
It is important that businesses registering their interest are aware that their registration does not guarantee that they will progress further in any procurement.
Inland Rail Pty Ltd and Martinus Rail have broad discretion to suspend, vary or terminate procurement processes of the Albury to Parkes Enhancement Project, decline to consider or review any ROI or negotiate with and enter into a contract with any other party for the performance of a Works Package.
