Tender Description
This Invitation for Expressions of Interest is the first Stage in what may be a muti-stage tender process.
The Department of Fire and Emergency Services (DFES and also ‘Customer’) is a Western Australian State Government department, legislated responsible for emergency management across a range of hazards including bushfire, cyclone, severe storm, flood, structure fire and hazardous materials (HAZMAT). Emergency management encompasses four domains, known as the PPRR Emergency Management Model:
Emergency management, and all supporting functions, is undertaken by career personnel (including career firefighters) and volunteers. DFES has a responsibility for all the services, however some are under the control of the Local Governments. DFES are responsible for rostering career personnel, as well as managing rosters and time and attendance for incident response teams who can include personnel from other Government Agencies and volunteers.
In 2007, DFES developed and implemented an in-house roster management system, namely the Staff and Management System (SAMS). This system manages aspects of the DFES roster for approximately 1,200 career firefighters. SAMS no longer meets functional requirements required by DFES and there is now a need to implement a replacement workforce management solution.
The project aims to deliver a workforce management solution that extends across the entire emergency management workforce (including core emergency response staff, volunteers, support staff, and external contractors). It will result in a single system interface that ensures safe and efficient workforce management for DFES.
DFES requires a replacement workforce management system (WMS) to deliver its requirements. DFES currently manages approximately 1,200 career firefighters and 602 Public Service Employees (SAMS currently provides time management for career firefighters only). The new solution will be required to enable DFES to manage a comparable number of staff, as well as the more than 26,000 volunteers. DFES do not currently and do not intend to roster volunteers, but rather give volunteers the ability to provide their availability and manage wellness through time and attendance recording.

A non-mandatory briefing to Respondents will be conducted online via Microsoft Teams.

Prior to the briefing, an addendum will be released which will provide the access details for the briefing.
