The Opportunity
VICSES in conjunction with Goulburn Broken Catchment Management Authority (GBCMA) is seeking suitably qualified and experienced consultants to complete the flood intelligence and levee management content update for the Goulburn Broken catchment. Further, the consultant is to build training material for strengthening VICSES’s capability for utilise flood intelligence in preparedness and response.
Background
GBCMA with relevant Local Government Authorities (LGAs) has undertaken a number of flood studies over the past 10 years. Whilst many of these studies have updated flood intelligence in the Municipal Flood Emergency Plans (MFEPs) and Local Flood Guides (LFGs), there are nine flood studies are yet to be included.
Observations gathered during the 2022 Floods across the Goulburn Broken Catchments are a rich source of flood intelligence. In addition, flood intelligence from the 2016 flood event at Barmah and the Goulburn Murray Water Operational Procedures for the Waranga Channel (Colbinabbin) requires incorporation into the Moira and Campaspe MFEPs respectively. The documentation of the observed flood intelligence in MFEPs and LFGs maintains their currency and expands the awareness of flood behaviour and impact.
The 2022 floods uncovered considerable variability across MFEPs, LFGs and other community engagement material in the currency and veracity of the documented levee management arrangements. This exposed an intelligence gap for Incident Management Teams in coordinating response activities and providing community messaging.
VICSES is concurrently conducting the Local Flood Guide Enhancement Project to increase accessibility and comprehensibility of LFG. The LFG Enhancement project’s outcomes will be available to inform this project.
