Tender Description

The Moreton Bay Foundation (TMBF) is a charitable not-for-profit organization dedicated to a thriving and healthy Moreton Bay, for nature and people. Our mission is to generate, apply and share knowledge to drive an environmentally sustainable future for Moreton Bay - through collaboration, influence, and facilitating the establishment and implementation of targeted research and activity.

TMBF has identified the need for a comprehensive Investment and Implementation Plan for Moreton Bay for 2025-2035 (including the years leading into and immediately following the Brisbane Olympics in 2032). The document is intended to be of value for all state and local agencies, as well as the philanthropic community, environmental care groups, and members of the public. The document will form the basis for TMBF decision making over the next decade, including determination of our support for research and action as well as engagement, communication and advocacy.

PROJECT OBJECTIVES

To conduct a holistic review of existing knowledge and activity in and related to the Moreton Bay coastal and marine environment, describe assumptions and gaps, and recommend priority activities, including management interventions and research, to be undertaken over the coming decade to ensure the health and productivity of Moreton Bay is improved by 2035 and continues into the future.

SCOPE OF SERVICES

TMBF is seeking the services of a suitably qualified and experienced consultant to undertake a review and produce a document to include the following:

1. A review of existing plans and regulatory frameworks for Moreton Bay management. This will include identification of key actors and activities presently underway in the Bay.

2. Summary, and gap analysis, of existing and in-discovery social, economic, and ecological knowledge related to:

a. Moreton Bay’s current state

b. Existing and future threats and pressures on Moreton Bay, including influencing bodies/actors

3. Review of regulatory, administrative, and social barriers to, and opportunities for, implementing actions for improving the health of Moreton Bay

4. A list of recommended activities accompanied by a level of prioritisation (e.g., high, medium, low) and the stakeholder group with greatest jurisdiction (e.g., government / academia / conservation practice / Traditional Owners)
