Fire Rescue Victoria (FRV) was established on 1 July 2020 as part of Victoria’s Fire Services Reform where MFB merged with part of the CFA. The Fire Rescue Victoria Act 1958 is available on the Victorian Parliament’s Legislation and Bills website.
FRV serves and protects communities across Melbourne and Victoria’s major regional centres with 85 FRV stations located across the state; 47 fire stations in metropolitan Melbourne and 38 regional stations. Most regional stations are co-located with CFA volunteer brigades.
FRV is undertaking this procurement process for the creation of a panel of suitably qualified and experienced organisations that are able to support FRV’s Fleet Services department with its extensive heavy vehicle and light vehicle build program in the following vehicle categories and build options:
Vehicle Categories
- Heavy Vehicles greater than 4.5 Tonnes
-Water delivery emergency response vehicles, excluding aerials. Example vehicle types include Pumpers, Pumper Tankers and Ultra Large Pumpers.
-Non-water delivery emergency response vehicles. Example vehicle types include Rescues, Hazmats, Rehabilitation, Pod Transporters and Breathing Apparatus vehicles
-Aerial emergency response vehicles. Example vehicle types include Pumper Platforms, Telebooms and Ladder Platforms
- Light Fleet Vehicles less than 4.5 Tonnes
-Fleet transport and emergency response vehicles. Vehicles in this category are typically less than 4.5 tonnes GVM. Example vehicle types include Instructor cars, Commander cars and pool transport vehicles.
Build Options
- Provision of a turnkey appliance; cab/chassis, pump (where applicable) and body built to FRV’s functional requirements in the vehicle categories.
- Provision of body build (heavy and light fleet) and fit out (light fleet) based on FRV’s functional requirements where FRV supplies the cab/chassis in the vehicle categories.
- Provision of cab/chassis only based on FRV’s functional requirements where a body builder is appointed separately by FRV in the vehicle categories.
- Aerial emergency vehicles will only be sourced as turnkey builds due to integration complexity.
During the term of the proposed deed of standing offer, FRV may introduce the provision of emerging fuel technologies and innovation for appliances and light vehicle fleet. Emerging fuel technologies include but are not limited to electric and hydrogen fuel. Potential respondents to this RFT are advised that the panel categories might be expanded to include alternative fuels.
The panel and categories are not exclusive. FRV may, at its sole discretion, seek proposals from suppliers in the open market if it deems the panel categories do not reflect business needs or supplier capabilities in the panel categories do not meet the specific requirements of FRV.
