Provision of Transaction Management Services - Burdekin Falls Dam Improvement and Raising Project.

Sunwater requires specialist Transaction Management services to develop and finalize procurement documents and then manage, facilitate, and provide specialist advice during the procurement processes for delivery of the Burdekin Falls Dam Raise. Specifically, the Transaction Manager is to oversee the separate procurement of the Design Engineering partner and Construction Contractor, as Non-Owner Participants (NOPs) for the proposed BFD Raise Alliance, with the intention that the Design Engineering partner will be appointed in advance to first develop the Reference and Detail Design (to an extent) for the Project.

The procurement plans and documents are to be compliant with Sunwater’s internal policies and procedures as well as the Queensland Procurement Policy (QPP) which includes Best Practice Principles (BPP). The QPP (clause 2.1) also requires that agencies consider strategies to ensure that capable and competitive local suppliers, including Queensland suppliers and small businesses, are given a full, fair, and reasonable opportunity to supply government.

Sunwater is seeking to engage an experienced Service Provider, with a proven track record of delivering Transaction Management services on major infrastructure projects, with a focus on Alliance delivery models. The Transaction Manager will provide embedded dedicated Transaction Services to finalize the proposed project delivery model, develop and directly manage the project procurement framework to facilitate appointment of Alliance Non-owner Participants (NOP’s) to deliver the BFD Program.
