City of Kingston and CO.OP Studio welcomes submissions from an artist or group of artists who can enhance the creative vision for the development by providing unifying design elements for Kingston's new Aquatic and Leisure Centre and locations for the commission of site-specific artworks. From November 2023, the artist(s) will work with the architect to identify and consider creative elements for integration into the building fabric which may include the surfaces of tiles, external cladding, columns, ceilings, decking, pathways, lighting, glasswork and internal walls as examples and influence wayfinding signage and marketing collateral. Please note, capacity to respond to Aboriginal Cultural Values and potentially work with the Bunurong artists will be an advantage.

PROJECT DETAILS
Timeline:
November - December 2023 for consultation with stakeholders including CO.OP Studio (est. 1-1.5 weeks over 2 months)--
January – December 2024 for the development of site-specific design elements
EOI request advertised from 20/9/23 – 16/10/23 by 9am
EOIs assessed and 3 x shortlist artists confirmed October
Location:
1-7 Wells Road (next to Jack Grut Reserve on Governor Road) in Mordialloc
Scope:
To consult on exterior and interior design elements that could be integrated into the building’s surface and suggest communications touch-points such as wayfinding signage and to design and fabricate site specific design elements and artworks for designated areas.
Budget:
Artists to provide consultation fee (project fee should break down day rate and ensure availability for approximately 2 weeks over a two month period).
Site-specific artworks will be commissioned with appropriate budgets determined.
EOI Phase:
Artists are provided publicly accessible information about the Aquatic and Leisure Centre and invited to articulate their suitability and interest in the project in no more than five (5) pages with information to include:
- Statement of suitability
- Resume
- Links or images of 4 artworks or designs
Concept Phases:
Shortlisted artists awarded $4,000 each and provided detailed information about the project (Brief) along with confidential supporting documents that include:
- the design concept,
- proposed building materials,
- landscaping design and native flora, and
- the Mordialloc Aboriginal Cultural Values Report
so that artists can further articulate their suitability, develop aesthetically and culturally appropriate concepts for the site as well as conceive plans for site-specific artworks.
- One group information session with CO.OP provided (1.5 hours)
- A total of one hour to answer a series of questions or have one-on-one session with the architect (1 hour)
Brief:
Three (3) Shortlisted artists will be asked to submit:
- Overall artistic vision (2 pages)
- Graphic visualisation of concepts (3 pages)
- Estimated budget of site-specific artworks (to be defined during consultation period within a pre-determined budget parameter)
- Images of existing artworks (10)
- Resume 3 pages)
- 4 referees (written testimony as well as 2 contacts for interview)
Artists will be invited to present their concepts in person or online (1 hour)
Shortlisted artists will be provided a confidential link to draft Concept Plan to see Vision, Purpose and Design Principles and draft concept designs.
ONGOING PUBLIC ART OPPORTUNITIES
The City of Kingston is constantly looking to strengthen its ties with artists experienced in delivering large-scale public artworks, as well as artists with an interest in engaging the local community and who have a connection to the area.
Interested artists are encouraged to complete the Public Art Expression of Interest form, which will require a copy of their professional biography and examples of at least three public artwork commissions you have completed in the last five years.
