Tender Description

Suitably qualified suppliers are invited to tender for NQR00042, NQR00047, NQR00048, NQR00049 Project Engineer / Management Services for Various Projects within Far North District.

There are four positions available and the projects these positions will be looking after are as follows:

3.1. Project Manager 1 — Kuranda Range Road Safety and Resilience Upgrade Strategy Project

The Kuranda Range Road (KRR) is part of the Kennedy Highway (Cairns to Mareeba). The range road regularly experiences lengthy road closures (on average 14 times a year for an average duration of 5.16 hours every time) as a result of crashes, severe weather events during the region's annual wet season, and other miscellaneous incidents (vehicle breakdowns, landslips, tree falls etc.). The lengthy road closures often result in motorists suffering delays or needing to seek alternative routes, which add significant travel time (up to two hours) and distance. The Kuranda Range Road Safety and Resilience Upgrade Strategy Project has a confirmed funding of $262.5 million (80:20, $210 million Australian Government; $52.5 million Queensland Government).

The Project will investigate and priorities the following safety and resilience treatments:

  •  Protective barriers and/or guard rail
  •  Turnaround areas
  •  Shoulder widening
  •  Wide center line treatment
  •  Intelligent Transport Systems
  •  Slope stability treatments
  •  Vegetation management

3.2. Project Manager 2 — Cape York Region Package

CYRP Stage 2 is a $237.5 million program of works to upgrade priority land transport infrastructure on Cape York Peninsula, jointly funded by the Australian Government and Queensland Government under the Roads of Strategic Importance (ROSI) program. (80:20, $190 million Australian Government; $47.5 million Queensland Government). The objective of CYRP stage 1 was facilitating the economic growth in the region by upgrading key roads and infrastructure to better connect areas of economic opportunity with Indigenous and local communities. At the completion of the first stage of the CYRP, about 203 km (39 percent) of the length of the PDR remained unsealed. CYRP stage 2 program continues the objectives and builds on the principals of CYRP stage 1.

 The program is made primarily of 11 projects, some of which have commenced or completed construction (eight road projects and Archer River bridge) which generally involve:

  •  Raising the existing road formation above the natural ground level and reshaping
  •  Re-profiling the existing formation to improve safety and increase design speed.
  •  Paving and sealing the road to a two-lane, two-way standard
  •  Improving drainage (floodways and culverts) to an approximate one in five-year immunity
  •  Associated works, such as reconstructing private accesses, line marking and delineation
  •  Pre-construction activities include survey, geotechnical investigations, cultural heritage surveys, environmental assessments, detailed design, and production of tender documentation.

3.3. Project Manager 3 — Targeted Road Safety Program

The projects managed and delivered by Project manager 3 will likely come from the below specific initiatives under the Targeted Road Safety Program (TRSP):

AG RSP Program (Tranche 4/5)

The Australian Government Road Safety Program is part of the Australian Government’s ongoing commitment to reducing the number of deaths and serious injuries on our roads. This funding supports the fast roll out of lifesaving road safety treatments on rural and regional roads and greater protection for vulnerable road users like cyclists and pedestrians in urban areas.

The program supports safety improvements on state highways and arterial roads, through the application of safety treatments including:

  •  shoulder sealing and the installation of rumble strips to support the safe return of vehicles from the shoulder into the travel lane.
  •  physical barriers to prevent run off road crashes
  •  median treatments to prevent head-on vehicle collisions.

SRS

Safer Roads Sooner (SRS) is a state funded minor capital works program that aims to improve the safety of the state-controlled road network through the implementation of high-benefit cost-effective engineering countermeasures and safety treatments that target known and potential high severity (fatalities and serious injuries) crash sites at specific locations. SRS funding is prioritised to the highest safety benefit work identified through an annual development round process.

3.4. Project Manager 4 — Targeted Road Safety Program

The projects managed and delivered by Project manager 4 will likely come from the below specific initiatives under the Targeted Road Safety Program (TRSP):
