Tender Description
Scope of Works/ Services
Inland Rail requires the Service Provider to complete field work, assessments and prepare reports and technical advice. The Biodiversity Assessment Method (BAM) is the method used to assess biodiversity values of offset and impact sites through Biodiversity Stewardship Site Assessment
Reports (BSSAR) and Biodiversity Development Assessment Report (BDAR), respectively. The Service Provider must be able to provide multiple ecologists that are accredited under section 6.10 of the Biodiversity Conservation Act 2016 (BC Act) and demonstrate that accreditation can be maintained for the duration of the contract.
HSE Requirements
The Service Provider shall:
• Have appropriate risk management, environmental management and safety management systems in place that is appropriate for the nature of the Services being undertaken.
• Hold a safe work method statement including measures to demonstrate journey management planning.
• Possess the following insurances:
- Professional Indemnity $20 million (minimum)
- Public Liability $20 million (minimum)
- Workers Compensation
• Agree to perform all work in accordance with specifications, and performance standards pertaining with codes of practice to the satisfaction of Inland Rail.
• Agree to obtain any licenses required in connection with the work
Technical Requirements
The Services identified can be broken down into two parts, as follows:
Part A - Supporting the Inland Rail Biodiversity Offset Delivery Strategy for NSW
• Completing desktop assessments and rapid and preliminary field surveys of properties for establishing biodiversity stewardship sites and providing brief letter style reports.
• Identifying properties that may be suitable as a biodiversity offset site through a suitable method, such as GIS and targeted analyses.
• Completing detailed field assessments in accordance with the BAM, applicable survey guidelines and in consultation with the Environment and Heritage Group (EHG) on potential offset sites as well as on Inland Rail projects. Threatened species surveys and associated habitat polygon mapping may also be required to confirm presence or absence of particular species.
• Preparing BSSARs, Management Plans and other associated documentation to support an application for a Biodiversity Stewardship Agreement (BSA).
• Completing due diligence on properties and landowners and gathering required documentation in accordance with the Biodiversity Conservation Trust’s (BCT) BSA supporting documentation guide.
Part B – Supporting Offset Reduction Surveys
• Completing detailed field assessments in accordance with the BAM, applicable survey guidelines and in consultation with the EHG on Inland Rail projects. Threatened species surveys and
associated habitat polygon mapping may also be required to confirm presence or absence of particular species.
• Preparing addendum BDARs to support a project modification request
Business Requirements
The Service Provider shall maintain a pool of accredited assessors and ecologists for the duration of
the contract and as appropriate to the scope of works.
