Tender Description
The Circular Economy Northern Territory (CENT) program aims to address critical gaps in the Territory’s waste management and resource recovery system.
The $1.5 million grant program aims to attract private sector investment to develop transformational recycling infrastructure and strengthen the circular economy industry as a contributor to the Territory’s vision to achieve a $40 billion economy by 2030.
- attracting private sector investment in new infrastructure to address all the waste streams generated in the Territory, including but not limited to following waste streams:
- construction and demolition (C&D)
- food organics and garden organics (FOGO)
- commercial and industrial (C&I)
- electronic waste (e-waste) including photovoltaic solar panels
- Improving processing, reusing, recycling and remanufacturing of waste
- Facilitating waste avoidance, landfill diversion (including stockpile diversion / reduction), recycling and manufacturing activities
- Creating economic development opportunities and job development opportunities, particularly in regional areas
- Building a stronger onshore recycling and manufacturing industry by developing new domestic markets for recycled materials
- Addressing the Northern Territory’s regional and remote waste challenges where possible.

- Your final submission must be completed through the program application form on GrantsNT
- Your application must be completed in full and submitted by 5pm (ACST) Friday, 5 January 2024
- You can save your progress at any time and return later to submit your application
- Certificate of Currency for Public Liability Insurance with minimum $10 million cover
- Evidence of financial viability, including:
- Audited financial statements for the previous two financial years
- Evidence of access to a) feedstocks and b) offtake markets, such as:
- Memorandum of Understanding
- Contract
- Letter of Support
- Detailed project plan outlining:
- Intended expenditure and expected payments (amount and timeframe)
- Risk identification and management
- Reporting systems
- Completion dates
- Supplier/contractor quotations to support project expenditure
- Consortia applications will also require evidence of partnership arrangements such as:
- Memorandum of Understanding
- Contract
- Letter of Support

Project / Service Completion | 30/06/2025 12:00 PM | All projects must be completed and operational by 30 June 2025. A completion report including financial acquittal will be required within 60 days of project completion.
