Churchill Road Drainage Upgrade Project, Stage 1 – Early Contractor Involvement and Design & Construct (ECI: D&C)
Council will be undertaking a a three-stage process for undertaking its Churchill Road Drainage Project Stage 1 :
Phase 1 – Expression of Interest (EOI)
In this phase, an EOI will be released seeking registration of Expression of Interest from qualified, experienced, and resourced contractors, who are interested in participating in a competitive procurement. From this process, qualified Registrants will be shortlisted to proceed to the next stage.
Phase 2 – Selected Request for Tender (RFT)
Shortlisted Registrants will be invited to respond to the RFT including price schedules (i.e. a Guaranteed Maximum price (GMP) and an ECI fee to complete design) and non-price schedules (i.e. company and team capability and capacity, project-specific plans, proposed changes to design, etc). At the end of this stage, one Tenderer (ECI: D&C Contractor) will be selected to proceed to the ECI: D&C stage.
3) Phase 3 – ECI: D&C Development
In this phase, following the execution of an agreement, the ECI: D&C Contractor will work with the Council and key stakeholders to develop the project design and refine the construction cost. This stage of the procurement will conclude with the ECI: D&C Contractor submitting a ‘construction offer’ – a project solution including non-price and price schedule related to team, detailed design, methodology, program and a lump-sum price (with reference to GMP) to complete the works. Council may elect to negotiate and accept this ‘construction offer’ and proceed to the construction phase with the ECI:D&C Contractor.
If the Council determines that the ‘construction offer’ is unsuitable, it may determine to reject the offer and proceed to tendering the detailed design on the open market to procure a ‘construct only’ contract. Following the payment of the ECI fee, documents produced as part of the ECI stage will be the Council’s Intellectual Property.
This EOI seeks to identify capable companies who may be invited to the formal RFT and to facilitate the award of a preferred contractor to be engaged in the early stages of the project to undertake the detailed design phase of the project.
The Project -
- Located in the suburb of Prospect, the Churchill Road Drainage Upgrade Stage 1 (the Project) has been developed as an outcome from the Barker Inlet Central Stormwater Management Plan (BIC SMP), which was prepared on behalf of the Cities of Prospect, Port Adelaide Enfield and Charles Sturt and the Stormwater Management Authority.
- The existing drainage system serves an urban catchment area of over 1,200 hectares (forming over 80% of the City of Prospect area) and is completely reliant on the underground drainage system for flood protection and conveying surface water runoff to the downstream system.
- The works covered in this Project will form Stage 1 of the multi-stage 'Prospect Drainage Scheme Upgrade'. The project involves the installation of a high-capacity trunk drain which will enable the City of Prospect (Council) to construct future upstream connections to the new outfall drain to further reduce flood risk to the area. This section of drainage upgrade extends from Charles Street through Churchill Road and Islington shared path along the rail corridor, crossing beneath the Regency Road bridge and railway before discharging to the upstream end of the Hindmarsh Enfield Prospect (HEP) channel.
