Tender Description

Fitzroy Basin Association (FBA) invites tenders to appoint a contractor to deliver four property fire management plans for grazing properties in in Central Queensland.

Through this tender invitation, FBA seeks to engage a skilled construction firm to provide the services outlined in Schedule 1 – Fire Management Plans Scope of Works.

The grazing properties are located in the Clarke-Connors Range in Central Queensland, they range in size from 1,000 to 20,000 ha and all contain very high value and high value koala habitat and resident koala populations.

Schedule 1 – Fire Management Plans Scope of Works

1. Purpose

Fitzroy Basin Association (FBA) is currently delivering a large-scale koala habitat rehabilitation and protection program in the Clarke-Connors Range in Central Queensland. This program will protect and improve the quality of koala habitat over 2,000 ha on grazing properties in two priority areas in central Queensland—East of Nebo and in the Clarke Creek area. Components of this program will consult with First Nations to understand their priorities and capacity to lead and participate in the design and delivery of koala conservation including koala monitoring and habitat restoration actions and to build relationships between First Nations and project partners.

Property fire management plans will be required as a component of the project delivery. It is anticipated that there will be a total of four plans for four grazing properties of between 1,000 and 20,000 ha. These plans will be required to identify property assets at risk from bush fires including buildings, infrastructure and environmentally significant locations including high value koala habitat and to develop strategies to protect these assets.

Additionally, funding will be available to assist land managers with fire protection works to protect koala habitat and other assets. These works may include maintenance of existing fire breaks and trails, installation of new fire breaks and trails or other infrastructure that improves fire management capacity. These works will be spread across the five properties and the plans should identify and priorities these works. The prioritization process will include discussions with the land managers. Further details on the properties will be made available to the successful contractor ahead of the project inception meeting.

2. Detailed Task Breakdown and Deliverables

The tasks required to be completed in this project are summarized in Table 1 and described in more detail below. Specific deliverables are associated with each task.
