Tender Description
We need an experienced and capable Contractor to provide vegetation management services on the Electricity Ashburton Limited (EA Networks) electricity distribution network in Mid Canterbury. Currently, vegetation management services are provided by Asplundh under a contract that expires on the 30 June 2024. In addition to the core vegetation management services currently provided by Asplundh as the primary contractor, EA Networks also have several other supply arrangements provided by locally based contractors for services such as shelter belt trimming (hedge trimming), and for fault response (above the level that is ordinarily provided by EA Networks own in-house line crews).
EA Networks are seeking to promote open and effective competition in the marketplace and provide full and fair opportunity for potential suppliers to compete to provide core vegetation management services from 1 July 2024.
The services required broadly consist of the following:
- Assisting with the planning and scoping of the annual work programme.
- Identification, inspection, and assessment of vegetation growing near the network.
- Liaison and collaboration with tree owners of the potential and actual hazards associated with the vegetation including communication with tree owners in accordance with the Regulations and the recording of information.
- Working proactively and collaboratively with tree owners to identify solutions that effectively manage the potential and actual hazards associated with the vegetation in a cost-effective manner.
- Preliminary and preparatory work required before cutting or trimming of vegetation can occur such as property access and arranging corridor access requests and traffic management, where required.
- Physical cutting, trimming, or felling of vegetation.
- Emergency response where the level of response required exceeds the line crew and other local resources that EA Networks may deploy directly.
- Providing information to EA Networks on the delivery of contract outputs to enable EA Networks to monitor and manage vegetation and effectively manage contract deliverables.
