This invitation is for all suppliers who are pre-qualified within TMR IBCP categories to download the TMR12920 Standing Offer Arrangement (SOA) application documents to join the Department of Transport and Main Roads (TMR) new panel, the Infrastructure Building and Construction Panel (IBCP).

Commencing in 2024, there will be a change in the IBCP pre-qualification process. Moving forward, pre-qualification assessments and admissions will be limited to designated quarterly intakes.

As part of this new approach, all pre-qualification assessments are required to be submitted for review and acceptance during each quarterly intake. There will be no ad-hoc or urgent prequalification assessments, and suppliers are encouraged to undertake forward planning for the upcoming quarter and submit application during the quarterly assessments.

Please disregard this invitation if you have already executed the standing offer arrangement (SOA) deed for the IBCP. Please be advised that an extension letter for the IBCP SOA will be sent out to existing suppliers within the IBCP SOA shortly.

The panel seeks to make it easier for suppliers to do business with government and increase engagement opportunities.

The TMR categories within IBCP have been aligned to utilise the same category names as described in the Manual for Consultants for Engineering Projects (CFEP), Contract Administration and Environment and Cultural Heritage categories, and there are additional project management categories.

TMR is seeking applications from currently approved IBCP Prequalified Suppliers within the below categories to apply to join IBCP:

• Contract Administration / Project Management (Civil)
• Environmental and Cultural Heritage Services
• Transport Infrastructure Engineering Design (CFEP)

Please note:

• Transport Infrastructure Engineering Design (CFEP) is currently on hold in IBCP but will be available in the near future. Applications to join IBCP are still available in preparation for when this is activated for use in IBCP.
• Survey Services category will not be available to join IBCP in this quarter.

The closing date and time is 11th December 2023 at 11:00am (AEST). Closing early due to Christmas.

Electronic copies of tender submissions are to be lodged in QTenders before the tender closes.
