Tender Description
Container Exchange (COEX) wishes to establish a panel of equipment providers to provide equipment to the Scheme for use by refund point operators, logistics service providers and processing service providers.
Background
Container Exchange (COEX) is appointed by the Queensland government to manage and grow Queensland’s container refund scheme (the Scheme) – Containers for Change.
Since the launch of the scheme in November 2018, COEX has overseen the creation of significant and meaningful change for the people of Queensland, including the collection of over seven billion containers through container refund points and material recovery facilities to date. The number of containers collected and processed continues to increase year-on-year.

COEX works with a range of businesses that share our values across a statewide network. These businesses play an important role in delivering the Scheme, for example, collection points, logistics services and the supply of essential equipment.

Opportunity
COEX is seeking expressions of interest (EOI) from suitable equipment providers to establish an equipment provider (EP) panel. The formation of the EP panel will enable COEX to establish an equipment pool to increase asset utilisation and visibility of costs and create flexibility in the network. Once the EOI process has identified suitable providers, they will be invited to join an EP panel through a formal equipment services agreement (Agreement).
Providers who accept the Agreement will form the panel. After the panel is established, COEX will make periodic service requests to the EP panel on an ‘as-needed’ basis through processes, such as requests for tender, requests for proposals or requests for quotes, as appropriate, throughout the term of the Agreement.
Service requests may be issued to select members of the panel or to all members of the panel at COEX’s absolute discretion. The service request process will be outlined in the Agreement. The successful response(s) to service requests will result in a contract to supply equipment that will consist of the overarching Agreement and the specific commercial terms of supply that are agreed in the tender or proposal process.
Regions
During the subsequent service request phase(s), EP panellists will be able to make offers/quotes on single regions or multiple regions, up to and including all of Queensland.
The regions to be covered through the EP panel equipment pool are:
• Far North Queensland
• North Queensland
• Mackay, Issac and Whitsundays
• Central Queensland
• Wide Bay - Burnett
• Darling Downs and Southwest Queensland
• Southeast Queensland
Equipment
COEX is seeking equipment providers that have the capacity and capability to supply the type and quantities of equipment listed below; these are indicative per region and may change. The actual type and quantities of equipment required for each region will be determined and agreed upon through the subsequent service request process(s).
• 30m3 Hook bins upwards of 10
• 20m3 Hook bins upwards of 10
• 2.8m3 mesh lined cages upwards of 400
• 1.4m3 steel mesh lines cages upwards of 100
• 1.4m3 sheet steel lined cages upwards of 200
• Adoption of other technologies as they become available.
