ABOUT MURRUMBIDGEE PRIMARY HEALTH NETWORK
Firsthealth is a not-for profit organisation which has been supporting and delivering primary health programs for 30 years. Our purpose is to create connected, dynamic and equitable healthcare through empowered workforce and communities as we move towards our vision of well people, resilient communities.
Firsthealth is federally funded to deliver the Primary Heath Network program across the Murrumbidgee region. Murrumbidgee Primary Health Network (MPHN) is one of 31 local and independent PHNs established nationally to support the primary healthcare sector and improve health outcomes, particularly for people at risk of poorer health outcomes. We deliver the PHN program across approximately 126,000 square kilometres to more than 250,000 people living in our 508 communities.
With the person at the centre of care, we plan and deliver programs to ensure the needs of our individual local communities inform our approaches. We achieve this by working with our community and partners to:
- Coordinate local services and systems to improve coordination of care.
- Commissions primary health services to meet population health needs with a focus on access and equity.
- Support capacity-building to ensure sustainable healthcare workforce through quality improvement, professional development and other innovative measures.

ABOUT THIS REQUEST FOR PROPOSALS (RFP)
Murrumbidgee Primary Health Network (MPHN) is committed to ensuring people receive the right services at the right time and in the right place. The Australian Government's response to the National Mental Health Commission's review of mental health services and programs commits the government to introducing a stepped care approach to the mental health system, supported by funding PHNs for commissioning primary mental health care services.
Within the stepped care model, MPHN has commissioned several Mental Health Nurse led models of care in General Practice. These activities have included the provision of a Mental Health Nurse to deliver strategic integrated management and team-based care for clients with acute and chronic mental health and drug and alcohol issues within General Practice and Aboriginal Medical Service (AMS) settings.
OPPORTUNITY ON OFFER
Murrumbidgee Primary Health Network (MPHN) are seeking proposals from suitably experienced providers to evaluate the MH Nurse led model of care in General Practice. The evaluation activity will determine the overall effectiveness of the service model within the context of the stepped care model. This will include data analysis and provider and patient experience.
This is an open tender process.

CLOSING DATE AND TIME
Submissions close at 3.00pm AEDT on Thursday 4 January 2024 and submissions must be fully received by this time. MPHN is not bound to accept the lowest priced Proposal or all or any part of a Proposal and reserves the right to conduct the Request for Proposal process and select the successful respondent(s) as it sees fit. MPHN or MLHD staff are unable to respond to verbal questions in relation to this Request for Proposals. Late proposals will not be accepted.
