Tender Description

The new treatment plant will be based on the Intermittent Decanted Extended Aeration (IDEA) sewage treatment process, configured to meet effluent discharge quality requirements.

The contract work covers supply and delivery of all materials, plant, equipment, and labour required for the construction, testing and commissioning of the works, in accordance with the requirements of this Specification and as shown on the Drawings.

Works to be constructed under this Contract include, but are not limited to, the following:

• A package inlet works incorporating facilities for flow reception, screening, screenings removal and dewatering, grit removal with washing and bagging and flow flow distribution structure;

• A septage receival station with bar screens and an automatic spiral screen system (provisional item). The septage system will drain to the current sludge lagoons;

• Two IDEA reactors for secondary treatment fitted with a diffused aeration systems, end wall decanters and WAS pumps;

• A balance tank with effluent lift pumps (duty/duty and standby) within a sump, graded base to allow maintenance hosed down and a sump pump;

• Chemical dosing systems with chemical storage tanks, bunded storage and delivery areas, and safety showers;

        - Aluminum sulfate dosing system with 35 kL storage, duty/duty/standby dosing pumps and dosing into the IDEA.

        - Caustic soda dosing system with 25 kL storage duty/duty/standby dosing pumps and dosing into the IDEA.

• A UV disinfection system for tertiary treatment of effluent;

• An onsite reuse system with a small 20 kL storage tank, pressure pumps and distribution system;

• Discharge system including pipework to a discharge headwall and scour protection;

• Two sludge lagoons with a pontoon mixer/pump and return suppernenent to the inlet works (provisional item). The current lagoons will be retained if the new lagoons are not built.

• A wastewater return pumping station taking drainage from various areas across the site, the operator amenities and from the sump pump and transfer back to the inlet works;

• An area for a future mechanically dewatered sludge. Dewatering may be offered;

Building works including:

       - a site amenities building incorporating a SCADA room, lunch room, toilets and

       - an electrical switchroom;

       - a blower and pump room;

       - a UV building

• Pipework for transport of wastewater, effluent including a pieline from the STP to the EPA outlet at the River, sludge, drainage and chemicals;

• Electrical services and SCADA;

• Site roads, hard stands and car parking area.

Additional items include:

• Design, supply and installation of all mechanical and electrical equipment – the final selection and detailed design of specified mechanical and electrical equipment to ensure it is installed to the manufacturer's requirements;

• SCADA programming;

• Design, supply and installation of the inlet works to meet the requirements for screenings and grit remoival are achieved;

• Design, supply and installation of the diffused aeration systems to ensure SOTR requirements are achieved;

• Design, supply and installation of the decanters in the IDEA to achive process requirements are achieved;

• Design, supply and installation of the outfall pipeline, as shown on the drawings, 315 mm PE100 PN 6.3 or equivalent pipe;

• Power supply connection;

• Hydrostatic testing of structures and pipelines;

• Testing, demonstration and commissioning work;

• Operator training for operation and maintenance of propriety equipment supplied;

• Supply of hand marked up "Work as Executed Drawings";

• Supply of Operations & Maintenance Manuals for proprietary equipment supplied; and

• Technical assistance in the process proving period.

Allowance has been made in the STP design for future construction of the following (not included in this Contract):

• Mechanical dewatering system such as a screw press or a belt filter press;
