Tender Description

The Museum of Australian Democracy (MoAD or the Commonwealth) has received funding in the 2023 / 2024 Federal Budget for a new program of capital works for Old Parliament House at 18 King George Terrace, Parkes ACT (OPH). The current funding range for projects in the program is $16,816,500 - $20,754,000. The projects to be included in the program have been identified as priority projects in the Life Cycle Cost Plan, (the document that maps out the capital investment requirements for OPH over a 15-year period).

Additionally, OPH will celebrate its 100th birthday in May 2027 and projects in areas which are public-facing and which will enhance the visitor experience have been prioritized for completion ahead of this milestone. Details of the Works Packages can be found in section 3.1.1 of the Statement of Requirement.

MoAD has decided to engage a Managing Contractor (the Contractor) to deliver the works due to the need for detailed scoping, planning, design, programming, sequencing and co-ordination of the Work Packages and due to the collaborative and flexible working model of the managing contractor delivery method.

The Managing Contractor services will include the provision of construction management services relating to existing condition investigations, leading design development including engaging all necessary consultants, scoping, gaining necessary approvals (including heritage), programming, cost advice, planning and delivery of Works Packages, site management, tenant coordination, safety management, commissioning of Works and defects management.

Other Instructions:

Attendance at the industry briefing is mandatory (see further the conditions for participation, in particular clause 3.4(b) of the RFT.

To register to attend the industry briefing Tenderers must notify the Contact Officer by email no later than 5:00pm (ACT Local time), Monday, 18 December, providing details of:

(i) the Tenderer; and

(ii) the full names of all Tenderer personnel proposed to attend.

Conditions for Participation:

Tenderers must, at the time of lodging its Tender, satisfy each of the following conditions for participation:

(a) the Tenderer must exist as a legal entity at the Closing Time;

(b) the Tenderer must have had a representative of the Tenderer attend the industry briefing (see further clause 2.4);

(c) the Tenderer must either:

(i) hold a Valid and Satisfactory Statement of Tax Record by the Closing Time; or

(ii) have a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time, and holds a Valid and Satisfactory Statement of Tax Record no later than 4 business days from the Closing Time;

(d) the Tenderer must hold a Valid and Satisfactory Statement of Tax Record for any first tier subcontractor that it proposes, as part of its Tender, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive).
