Tender Description

ARPANSA, on behalf of the Australian Government, aims to protect the Australian people and environment from the harmful effects of radiation. ARPANSA provides advice and services to the Australian community on radiation protection, nuclear safety, security, and medical exposures to radiation. The agency also undertakes internationally recognised research and promotes both national uniformity and implementation of international best practice.

The strategic objectives of the organisation are:

• Protect the public, workers and the environment from radiation exposure

• Promote radiological and nuclear safety and security, and emergency preparedness

• Promote the effective use of ionising radiation in medicine

• Ensure effective and proportionate regulation and enforcement activities

• Strengthen engagement with community and government

• Enhance organisational innovation, capability and resilience

ARPANSA is a National Association of Testing Authorities (NATA -17025) accredited site. We have seven accredited laboratories and two non-accredited. The primary purpose of this system is to monitor the environmental conditions in the laboratories and building for the use reports that are generated by ARPANSA. This system may also feed information into the building management system to allow for better control over the buildings internal environment better, there is also a provision for external weather stations (budget dependent)

Other Instructions:

Mandatory Conditions for Participation

The Customer will exclude from consideration any Response that does not meet the following Mandatory Conditions for Participation:

1.The Tenderer must:

a. must attend at least one of the two site inspections:

1st Inspection Monday 29 January 2024 10am-12pm

2nd Inspection Thursday 1 February 2024 2pm-4pm

The full name, company, email address and phone number of all attendees must be provided by the 22 January 2024

b. the successful tenderer must provide the full name, company, position, email address and phone number and current Australian government security clearance level of the workers undertaking the work required to complete this tender. ARPANSA will complete police checks on these workers

c. exist as a legal entity and must not be bankrupt or insolvent

d. have not had significant deficiencies in performance of any substantive requirement or obligation under a prior contract

e. not be named as not complying with the Workplace Gender Equality Act 2012 (Cth). (for Australian companies only)

f. not be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth) and

g. not be named in the Consolidated list referred to in Regulation 40 the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth)

h. either:

i. holds a Valid and Satisfactory Statement of Tax Record by the Closing Time or

ii. have a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time and hold a Valid and Satisfactory Statement of Tax Record no later than 4 business days from the Closing Time. [Note to Tenderers: Tenderers should apply for a Statement of Tax Record within sufficient time to meet this Condition for Participation.]

2.ARPANSA will not:

a. consider a Tender unless the Tenderer complies with the Conditions for Participation as at the closing time

b. further consider a Tender if the Tenderer (or any of its relevant subcontractors) cease to comply with the Conditions for Participation at any subsequent time in the Tender process

c .enter into a contract with a Tenderer unless that Tenderer complies with the Conditions for Participation as at that time.

3.A tender may also be excluded if in ARPANSA’s opinion the tender is incomplete, does not adequately address the Statement of Requirements or is clearly not competitive.

4.Without limiting ARPANSA’s other rights in this ATM, ARPANSA may, in its sole and absolute discretion, allow the Tenderer to correct any error of form in a Submission that appears to be unintentional, by lodging a correction or additional information, in writing in accordance with the direction of the Agency.

5.If ARPANSA provides any Tenderer with the opportunity to correct errors of form, it will provide the same opportunity to all other Tenderers that are in the same position.

6.ARPANSA will exclude a tender from further consideration if it considers that the tender does not comply with any one or more of the following minimum content and format requirements:

a .the tender must be written in English or accompanied by an English translation

b. all measurements must be expressed in Australian legal units of measurement, including fees in Australian dollars

c. the tender (including all attachments, annexes and supporting documentation) is to be in a Microsoft Word (2010 compatible), Microsoft Excel (2010 compatible), PDF or another format which has been agreed in writing by the Contact Officer prior to the tender closing date, with a font size no smaller than 9 point
