The Queensland Government is seeking Proposals for Developing Guidance for Manufacturing under Licence in Queensland.
This proposed project would examine the likely arrangements Queensland manufacturers would need to make to manufacture renewable energy components, including a requirement to comply with the likely standards for the 12GW of new wind energy to be installed under the Queensland Energy Jobs Plan (QEJP).
The supplier shall develop a guide for Renewable Energy Manufacturing under Licence in Queensland, based on the deliverables listed below:
A comparison of manufacturing standard arrangements across a minimum of 6 jurisdictions including national and international examples, noting the standard arrangements for manufacturers across renewable energy subsectors (i.e., is it under licence, or does it differ country by country based on standards).
The legislation and standards that manufacturers in Queensland would need to comply with to align with Australian Government requirements; and an overview of the support that Queensland manufacturers would need to achieve compliance.
Identify any barriers and/or challenges that local manufacturers would need to address to manufacture under licence agreements or standards. i.e., purchase new equipment, reconfigure their existing infrastructure; additional resources to manage licencing requirements etc.
Identify any certifications and/or upskilling required to enable maintenance providers and support services to meet licence agreements or required standards.
