Tender Description
The State of Queensland acting through the Queensland Government Customer and Digital Group of the Department of Transport and Main Roads (the Principal) represents the following participating Queensland Government entities:
- Queensland Ambulance Service (QAS),
- Queensland Fire and Emergency Services (QFES),
- Queensland Corrective Services (QCS), and
- Queensland Police Service (QPS)
(the Primary Customers)
A “core and common” RTA solution (to be adapted for the specific requirements of each Primary Customer (in the first instance)) is required to effectively support the delivery of world-class frontline services by Primary Customers to the communities they serve. Subject to successful implementation by the Primary Customers, other Eligible Customers may then source the RTA solution under the SOA. The RTA solution will address critical operational facets of the dynamic business landscape, efficient management of workforce scheduling and attendance tracking.
Key RTA solution capabilities must include rostering, time and leave management, Legal and Industrial Instruments interpretation and compliance, analytical reporting, mobility and scalability.
It is proposed the RTA solution will be established under a SOA framework managed by the Principal for each Primary Customer to develop a RTA solution to meet their specific requirements based on the core and common RTA solution. The core and common RTA solution will meet the functionality and features common for all Primary Customers. The SOA Term will be 5 years plus 2 x optional extension periods of 24 months each.
The RTA solution will comprise:
- a SaaS solution provided by a SaaS provider which meets the core and common RTA requirements to be adapted for each Primary Customer’s specific requirements.
- ICT Professional Services (implementation services) for the RTA solution delivered by a solution implementation partner (which may be the SaaS provider)).
- a Head Enterprise Agreement (HEA) under the SOA framework to include As a Service and implementation/ICT Professional Services from which Customers will form Contracts for each Customer’s specific requirements for the RTA solution.
Tender Briefing session
The Principal will hold a briefing session (Briefing) on 26 March 2024 in Brisbane (by MS Teams only) (1:30pm – 2:30pm). It is not mandatory for Suppliers to attend the Briefing in order to submit an Offer, however, encourage.
