Comcare is looking to establish a Deed of Standing Offer Arrangement to stand up a Clinical Services Panel.

The Panel was be comprised of medical practitioners and allied health consultants (Clinical Advisors). These consultants will provide specialist clinical advice including the disciplines of Medicine, Psychiatry, Psychology, Physiotherapy, Pharmacy, Dentistry and Audiology, to the Claims Operations teams and across Comcare’s Claims Management Group.

The primary offering is advice and guidance for clinically sound, evidence-based decision making throughout the claim lifecycle, from claim lodgement, through to claim cessation, reconsideration and Administrative Reviews. Common examples of assistance include analysis of mechanisms of injury, interpretation of medical information, diagnoses, reasonableness of treatment, along with return to work and health.

The Customer will exclude a Response from further consideration if at any time before a Deed of Standing Offer is executed the Potential Supplier does not provide:

a) a Valid and Satisfactory Statement of Tax Record by the Closing Time, or a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time; and

b) if applicable, for any Subcontractor that the Potential Supplier proposes to engage to deliver Goods or Services with an estimated value of over $4 million (GST inclusive), a Valid and Satisfactory Statement of Tax Record for that Subcontractor.

In any case, the Customer will exclude a Response from further consideration unless the Supplier has provided all required Valid and Satisfactory Statements of Tax Record no later than 4 business days from the Closing Time and before the award of any contract, whichever is earlier, refer https://www.ato.gov.au/Business/Bus/Statement-of-tax-record/ for more information.

The Lead Customer will also exclude from participation any Potential Supplier as per discipline that does not demonstrate compliance with:

1) Medical Services:

a. Psychiatrist: Registered Practitioner with the Australian Health Practitioner Regulation Agency (AHPRA), and with endorsement as a specialist psychiatrist.

b. Medical Practitioner: Registered Practitioner with the Australian Health Practitioner Regulation Agency (AHPRA) as a registered medical practitioner.

2.) Allied Health Services:

a. Psychologist: Registered Practitioner with the Australian Health Practitioner Regulation Agency (AHPRA) as a general psychologist and endorsement in a compensation-relevant specialty such as Counselling or Clinical psychology.

b. Physiotherapist: Registered Practitioner with the Australian Health Practitioner Regulation Agency (AHPRA).

c. Pharmacist: Registered Practitioner with the Australian Health Practitioner Regulation Agency (AHPRA) as a general pharmacist, including evidence of a minimum of four years post-registration pharmacist experience.

d. Dental Professional: Registered Practitioner with the Australian Health Practitioner Regulation Agency (AHPRA), plus endorsement for any specialisation if relevant.

e. Audiologist: Clinical certification with Audiology Australia or the Australian College of Audiology Inc HAASA.
