This sourcing activity seeks to establish an ongoing routine Beyond Visual Line of Sight (BVLOS) Drone Aerial Surveillance Service to provide sufficient coverage over two large Victorian category one drinking water reservoirs in Cardinia and Silvan. This sourcing event is one part of a multifaceted security approach, which also includes upgrades to fencing and ground security patrols.
The purpose of Aerial Surveillance Service is to intercept and deter illegal entry of predominately human intruders in an effort to maintain water quality health based targets. The approximate geographical area where surveillance is required is:
- Cardinia = 23.51km2
- Silvan = 8.68km2
Summary of Requirements:
MW are open to two operating models:
- CAPEX & OPEX: where MW purchase supplied drone-in-a-box hardware, and outsource remote piloting and drone maintenance services; OR
- 100% OPEX: Drone Aerial Surveillance as a Services.
Key Services Required are:
- Professional services for implementation of Civil Aviation Safety Authority (CASA) requirements for BVLOS operations, including drone, pilot, control room, and operational site permits;
- Supply appropriate drone-in-a-box and communication hardware to be purchased or financed via subscription;
- Drone maintenance services;
- Accredited control room location for BVLOS remote piloting activities to be performed;
- Ability to record and share video footage with ground patrol personnel, and/or MW; and
- Pool of accredited BVLOS pilot personnel to preform remote piloting services.
An invitation to participate in this EOI has been extended to all relevant and capable suppliers within the UNSPSC category – 25131705: Target or reconnaissance drones
NOTE: MW is seeking a single provider to deliver all service requirements outlined above. Tenderers unable to fulfil these requirements, either directly or through a consortium, will not be short-listed for inclusion in the following Request for Quote (RFQ) round. If this applies to your organisation, we would advise against participating in this EOI event to prevent potential disappointment and save on time investment.
