Tender Description
The Project is being delivered by the Victorian Health Building Authority (VHBA) in partnership with Monash Health. The Project is intended to be procured as a Public Private Partnership (PPP) with Plenary Health (the Casey Hospital PPP Project Company), subject to value for money being achieved.
It is envisaged that Plenary Health will be appointed for the design and construction of the new facility and the provision of a limited scope of facilities management services over a 10 year operating term.
The State will be responsible for the provision of all clinical services with Monash Health continuing to operate the ED.
The Project is intended to be procured as a PPP. Accordingly, it will need to comply with:
- all processes mandated by Government for High Value/High Risk projects
- the National PPP Guidelines and all Victorian-specific requirements outlined in the Partnerships Victoria Requirements.
The Project will support several other Government policies, including:
- Local Jobs First Policy
- Social Procurement Framework
- Building Equality Policy (BEP)
- Fair Jobs Code
- Supplier Code of Conduct
- Value Creation and Capture Framework.
