Dams Safety NSW (DSNSW) is an independent regulatory body, established in 2019, that manages dams in NSW. It is currently funded through general government revenue, however its governing Act (the Dams Safety Act 2015) includes a provision for a levy of declared dams to be its source of funding instead. The Premier has asked IPART to review the efficient costs of DSNSW and design a levy to recover these costs from owners of individual dams.
The Centre for International Economics (CIE) was engaged by DSNSW in 2019 to design this levy, but the Government decided not to pursue implementation at the time. The CIE work will be a useful input to IPART’s review, and will be provided to the successful consultant.
IPART’s Terms of Reference require IPART to:
· Investigate and report on the efficient costs of Dam Safety NSW carrying out its functions under the Dams Safety Act 2015
· Recommend a methodology for recovering the efficient cost from individual dam owners (as referred to in section 41 of Dams Safety Act 2015)
· Recommend a methodology for determining a levy, and the quantum of the levy, to be assigned to individual dam owners
· Recommend information that Dams Safety NSW should collect to inform: — future assessments of the efficiency of the cost of Dams Safety NSW carrying out its functions under the Act
