Tender Description
SWTAFE is seeking tender submissions for the supply of a Mobile Training Unit (MTU) container ready for fit out including infrastructure allowing for the wiring and installation of internal fittings. South West TAFE will supply the ISUZU FRD 110-250 Cab and Truck Bed.
Note: If the tenderer has capacity they can submit for the fit out as well. See below.
SWTAFE is seeking submissions of pricing for completion of the following works, all of which are to be completed under the supervision and control of a single head contractor (the tenderer).
A) Design, construction and delivery of a Mobile Training Unit body onto an Isuzu FRD 110-260 LWB Auto Air (5160mm wheel Base) cab and chassis supplied by SWTAFE.
OR
B) Design, construction, fit-out and delivery of a Mobile Training Unit body onto a Isuzu FRD 110-260 LWB Auto Air (5160mm wheel Base) cab and chassis supplied by SWTAFE.
For submissions to be considered the applicant must clearly acknowledge and provide evidence that the mandatory criteria outlined within the scope will be met.
Scope
SWTAFE is seeking a contractor to design, construct and deliver or design, construct, fit-out and deliver an MTU container which is a transportable classroom. This vehicle needs to be able to support the delivery of Agriculture Technology between multiple TAFE locations, field days, industry training and taster days throughout the region.
The design of the MTU has:
- 3 sections;
-a tractor simulator (installation not in scope)
-a cow simulator (installation not in scope)
-teaching area with seating and screens (installation not in scope)
- easy access for all abilities;
-side drop platform and ramp
-hydraulic access in the rear
- correct centre of gravity and weight distribution,
- designed for easy maneuvering,
- straightforward to set up,
- include mobile storage (modular cradle).
The design must follow manufacturer's limitations, regulatory compliance, organisational and Australian Standards. Design and construction must consider:
- safety features,
- external body width,
- internal configuration providing access to equipment and a level of comfort,
- strength and overall centre of gravity of MTU:
-truck, crew, fuel,
-equipment & payload along with body & equipment added
-FCP body with side drop platform
-toolbox with generator & DB box
-Dhollandia DH-LM
The successful contractor will be required to:
A) to create a detailed design of the attached concept design, with quantities, expected budget and timelines for construction. Construct the MTU to the timelines and budget.
OR
B) to create a detailed design of the attached concept design, with quantities, expected budget and timelines for construction. Construct the MTU to the timelines and budget. Complete fit out as per the floor plan in Appendix A. Specifications
The successful supplier will be required to provide all relevant compliance certification including the Vehicle Assessment Signatory Scheme (VASS) approval certificate.
Tender Process
This is the first stage of a two-stage procurement process for this project (refer below):
- EOI – SWTAFE – Ag Skills Mobile Training Unit
- RFT –SWTAFE – Ag Skills Mobile Training Unit
Following closure of the EOI, the Tender Assessment Panel will evaluate all submissions received for this project against a list of weighted evaluation criteria provided below. This evaluation will provide shortlisting outcomes, with a select number of highest scoring applicants being invited to respond to the Selective Tender process for the project, currently expected to be released to those shortlisted Late April 2024. All stages (EOI and RFT) will be conducted through the Buying for Victoria Portal.
Minimum Requirements for Participation in this EOI
- Prequalification on the Construction Supplier Register (CSR)
Weighted Evaluation Criteria
- 50% - Relevant experience and capability
- 25% - Key personnel experience, staffing, subconsultants, technical resourcing
- 20% - Current projects, workload and availability
- 5% - Policies and procedures including but not limited to OHS policies/guidelines, ISO accreditations etc.
Non-Weighted Evaluation Criteria (essential)
- Evidence of pre-qualification status on the CSR
