Homes Victoria and the Department of Treasury and Finance are pleased to announce the launch of the Affordable Housing Partnerships Program (AHPP) Round live from 14 May 2024. The market transaction documents are available on the tendering portal.
The AHPP Round is a component of the government’s $5.3 billion Big Housing Build (BHB) and the $1 billion Regional Housing Fund. The AHPP represents a further investment into the Social Housing Growth Fund (SHGF) through the BHB which is in addition to the $1.38 billion SHGF Grants Program. The Big Housing Build is the largest investment in social and affordable housing in Victoria’s history.
The AHPP Round will seek to deliver approximately 900 to 1,300 Affordable Housing dwellings (subject to available funding). Projects in both Metropolitan Melbourne and Regional Victoria will be accepted in the AHPP Round. The Round focuses on Projects across Victoria, which are substantially progressed and for which Respondents can commence construction by 30 September 2026 and complete construction by 31 March 2029 (with staged-developments to be completed by 30 June 2030). Timely construction commencement will be supported by a Streamlined Planning Process including new clauses 53.22 and 53.23 of the Victorian Planning Provisions.
The AHPP Round invites participation from across the community housing, Aboriginal housing and not for profit sectors, including from suitably qualified small, medium and large agencies and organisations, as well as institutional investors, other private investors, developers, builders and Consortia. Projects delivering a smaller number of dwellings by CHAs, ACCOs and not for profit organisations that have limited existing capacity to support an Availability Contribution payment structure but have a credible plan to build such capacity in the future will also be considered for Capital Contributions.
The AHPP Round will be run through a two-stage process with an Expressions of Interest (EOI) process followed by a Request for Proposal (RFP) process.
Participation in the procurement process will be subject to certain terms and conditions as set out in a Deed of Confidentiality (including in relation to non-disclosure, conflicts of interest and probity). You must sign and return this document to access information in relation to this Round. To obtain a Deed of Confidentiality, please contact affordablehousingpartnershipprogram@homes.vic.gov.au.
Following receipt of the signed confidentiality undertaking, Respondents will be invited to participate in the EOI via the tendering portal. Respondents must be registered on this portal in order to participate. More information about registration can be found in the below link:

Should your organisation be interested in submitting an EOI, we will need to ensure the following as part of our process:
1. That your email addresses provided align with the email address you have provided on the tendering portal. This must occur for you to receive access to this or any other EOI. If your email addresses do not align, please provide the same email address as that which is listed on the Buying for Victoria portal.
2. Please supply your organisation’s ABN. This should match the one your organisation has provided on the tendering portal.
4. Ensure that your Deed of Confidentiality has been completed.
5. Please ensure that you provide any updated email address/ABN/Deed of Confidentiality as soon as possible so that we are able to ensure access to the EOI is granted.
