Council is seeking Expressions of Interest from experienced property developers to transform its site at 79-83R Young St, Frankston into an iconic community focused development. Development Precincts defined within The Frankston Major Activity Centre (FMAC) Structure Plan (draft) have identified Council’s landholding at 79R – 83R Young Street (Sherlock & Hay site) as a key land use anchor for Precinct 2 - Transport Interchange, Community and Education Precinct, which could be utilised as a mixed-use hub providing retail, hospitality, community, civic and institutional uses at ground level, with residential, office, accommodation, or other uses on upper levels.
Council’s objectives for the development of the Sherlock & Hay site are to:
• Provide a mixed-use development incorporating a combination of Council uses, commercial, retail, arts & culture, educational, hotel and/or dining uses.
• Establish a civic identity and focal point to anchor Precinct 2 and create a green and people focused connection between the railway station and Precinct 3 – Arts, Entertainment & Government Services Precinct.
• Contribute to environmental, social and economic sustainability.
• Establish a vibrant development, characterised by activity, high-quality amenities, connectivity, engagement, and sustainability.
• Achieve high quality design outcomes including environmental sustainability.
Council is seeking to sell the Site to a Proponent, who will develop the Site in accordance with the Frankston Metropolitan Activity Centre Structure Plan, within a timeframe agreed with Council.
Council also requires the Proponent to develop approximately 10,000 square metres of space within the Site, for community and civic uses and to provide freehold title to Council for such spaces.
Council is inviting expressions of interest (as phase one of the procurement process) from Proponents who are interested in delivering the Project, with a view to short-listing Proponents to participate in the next phase of the procurement process.
