This Tender is invited by the Issuer.
The Australian Electoral Commission (AEC) People Branch is seeking the services of a data assessor to complete a review of data quality issues that may be present in the Human Resource (HR) system (Aurion). The assessor will review the Aurion data, including data coming from systems that interface with Aurion (e.g. the onboarding process currently uses the following systems: ServiceNow, Aurion ESS and Payroll data entry).
Services Required: The services are required to provide a short assessment to:
1. Review the current method of data processing. This includes reviewing the onboarding process and existing workforce reporting to support confirming the accuracy of the data.
2. Identify any mismatches in Payroll processing and updating in Aurion;
3. Identify any data quality issues. This could include issues:
- between employment types (Ongoing, Non-Ongoing, Casual, Labour hire)
- use of movement codes,
- Employment attendance types (Casual, Full Time, and Part Time),
- Substantive/Actual Classification,
- Location data,
- Funding source (core and event workforces), and
- Service history and placement records.
4. Provide a recommendation report setting out the data quality issues, recommendations for remediation, potential process improvements including workforce reporting to support the provision of accurate data, and to avoid future occurrence of similar issues.
Scope of the review: Scope of the review includes assessment of all data back to Aurion inception (2016) (e.g. service history, placement, movement codes, location data) to identify potential data quality issues (e.g. mismatch).
Whilst the People Branch is aware that some of the historical mismatches may be present in our data, an assessment is required to confirm the quality of the current data and any issues that may require remediation. Examples of possible quality issues include:
- dates in Service history versus Placement records
- incorrect movement codes
- location data
- impacts on organisational restructures
- impacts on AEC core and event workforces with multiple employment type changes to support national election events.
