Expressions of interest – Digital Capital Program Industry Briefing

eHealth Queensland are now seeking expressions of interest for an upcoming industry briefing session, scheduled on Tuesday 28 May 2024 at 9am in the Auditorium, Ground Floor, 100 Wickham Street, Fortitude Valley or via Microsoft Teams.

  • Organisations are invited to nominate a maximum of three individuals for attendance, with names, positions, company, and email addresses provided to eHealth-DCP-GeneralEnquiries@health.qld.gov.au
  • Registrations must be received by 5:00pm, Thursday 23 May 2024.

Background

To meet Queensland’s growing demand for health services, that has seen an increase of 40.1 percent compared to 2014-15, the Queensland Government has committed significant investment to deliver additional hospital beds through the Health Infrastructure Capital Program, with the largest of these being the Capacity Expansion Program:

Capacity Expansion Program (CEP) with funding of $9.785 billion over the next six years will deliver an additional 2200 beds:

1. Three new (greenfield) hospitals in Bundaberg, Coomera and Toowoomba.

2. New (greenfield) Queensland Cancer Centre at Herston.

3. Hospital expansions (brownfield) at 11 sites across Queensland:

  • Logan Hospital
  • Mackay Base Hospital
  • Cairns Hospital
  • Townsville University Hospital
  • Princess Alexandra Hospital
  • QEII Hospital
  • Robina Hospital
  • The Prince Charles Hospital
  • Redcliffe Hospital
  • Hervey Bay Hospital
  • Ipswich Hospital

eHealth Queensland (eHQ) has been appointed to lead the digital elements of all health infrastructure capital projects and have established the Digital Capital Program (DCP) to standardise ICT design, centralise procurement (at the discretion of eHQ) and ensure consistent delivery of digital components required for all Health Infrastructure Capital Program initiatives. eHealth Queensland under the management of DCP will take the lead for the delivery of digital technology and solutions for all new, expanded or redeveloped facilities going forward. eHQ and Health Capital Division (HCD) will work collaboratively to deliver Health Infrastructure Capital initiatives within time and cost parameters set by the Queensland Government.

To achieve this the use of System Integrators (SI) will be a key approach in the delivery of the DCP.

The primary purpose of the SI is to proactively lead, manage and facilitate the successful detailed design, implementation and commissioning of specific digital components. There are likely to be multiple SIs in the project including the SI appointed by the managing contractor. Depending on the scope of the project state-side SIs may be required and each SI may be either an individual organisation or multidisciplinary team.

This briefing has been established to inform the industry of the approach for the SI engagement, including engagement approach and services required. This briefing session will also outline the procurement model being undertaken by eHQ for hardware and software required for the CEP program.
